There was surely a time you did have to bribe if not in cash! think about it. I once made 2 special trips from Bombay (1990), with great financial difficulties then, for the final renewal of my passport to the Pangim passport office. Believe me, I was lost being a Pangimite. I felt guilty sort of to use my influence with a whole lot of musician friends of mine in the vicinity (but NEVER politicians). Finally, a typist outside the office noticed my confused appearance and suggested that I speak to one Dr. (a lawyer) who was ill clad, and this Dr. (many thanks to him I swear) said I should give Rs. 50 to the typist and I'll get my passport within 2 weeks at my door steps. It really did come to my door steps within 2 weeks. Had I met him the first trip I might have saved some money for my family. Not all of us have the time and money to spend. Easier said than done. Only people on top can change the system and not you or me. It really won't make a difference if just one person like you don't bribe. The system has to change from the ROOTS. Kind regards, Joao.
