Hi Vivi,

Never use the word NEVER.

There was surely a time you did have to bribe if not in cash! think about it.

I once made 2 special trips from Bombay (1990), with great financial
difficulties then, for the final renewal of my passport to the Pangim passport
office.  Believe me, I was lost being a Pangimite.  I felt guilty sort of to
use my influence with a whole lot of musician friends of mine in the vicinity
(but NEVER politicians).

Finally, a typist outside the office noticed my confused appearance and
suggested that I speak to one Dr. (a lawyer) who was ill clad, and this Dr.
(many thanks to him I swear) said I should give Rs. 50 to the typist and I'll
get my passport within 2 weeks at my door steps.  It really did come to my door
steps within 2 weeks.  Had I met him the first trip I might have saved some
money for my family.  Not all of us have the time and money to spend.  Easier
said than done.  Only people on top can change the system and not you or me.
It really won't make a difference if just one person like you don't bribe.  The
system has to change from the ROOTS.

Kind regards,

Joao.

I too have never paid a bribe in Goa.  I pulled all my hair out in frustration,
but got all my
work done.  The buck has to stop somewhere.  I am told that most of the people
paying
bribes are our local Goans who have to go to work and cannot afford to come
back again and again to get their work done.  So giving a bribe seems to be a
way of life, and the
suggestion to give a bribe is not very subtle.  Being retired I guess I can go
back again and
again, and get the pleasure of frustrating these babus who want bribes.

Thank yo Dr. Joe.

If Aldrin wants some kind of a help, anywhere in Goa, I shall do so without
paying a bribe to anybody in a legal way.

P.S. If Aldrin is abroad then any of his Kin can contact me and file an
affidavit in local mamlatdar's court to obtain a birth certificate of his
mother without paying a bribe.

renebarreto asked :Is there anything that can be done without a bribe ?

ANSWER: Yes......

We have never paid a bribe to anybody anywhere (including in Goa).....and we
have secured every single document we wanted. Did we have to wait for them? Did
we have to go several times for them? Yes. Did we have to ask our friends in
Goa to assist us? Yes ....but we got them. NOT a naya paisa in bribe was paid.

RP's advice is the one I would recommend Aldrin takes. Will he have a 3-6 month
wait for going through the proper channel? Yes

BUT, it is the right thing to do .....and besides ....You never know what you
will get from the Bakshish-meisters.
