Pp 135. --------------------------------------------------------------------- CITIZENS' VOICE --------------------------------------------------------------------- WATER WOES OF A HIGH-RAINFALL STATE: Over the last three decades, Goa's people have developed a dependence on the Public Works Department (PWD) for their supply of portable water. Mapusa-based Goa Civic and Consumer Action Network (GOACAN) lists some of the problems faced by water consumers in Goa: * A large number of meters are declared as "not working" or "damaged". These meters are not being repaired nor replaced by the PWD. Many water meters are now functioning as "air meters" as they move due to the momentum of the air gushing through the pipes. * Consumers are being billed with "minimum charges" and "meter rent" although they have not received a drop of water. * The map of the network of water pipes in the village is not available in the Panchayat resulting in consumers getting sewage water in their PWD pipelines (eg. the case in Calangute and Panjim). * There is no transparency with regards the duties and responsibilities of the PWD officials like those reporting to the Junior Engineer such as the Supervisor, Helper, Valve Operator. * There are no fixed timings wherein the junior and assistant engineer is available to meet up with consumers to tackle complaints. * Boosters are used by some commercial interests to meet their large water requirements, and the concerned PWD officials have failed to curb the same. * Public taps are being misused and in some cases privatized. No monitoring of the same is being done by the PWD officials neither is the same reviewed at the village gram sabha. * Free water connections are being continuously being released by the PWD although it cannot guarantee water supply to its existing paying commercial and domestic consumers. * Local panchayats are not being consulted in laying of pipelines passing through the villages whereby villagers continue to get irregular water supply. * Senior PWD officials don't organize customer meetings to get feedback from the consumers about their services. CAN YOU TAKE CARE OF A BIRD?: Neil Alvares <animalyo at yahoo.com> recently posted to the WildGoa <[EMAIL PROTECTED]> mailing list this update: I don't think that most of the other birds will kill (a smaller and weaker bird), except for the crows. They can be pretty vicious when they suspect that another bird or smaller animal is defenseless. Rearing a bird (although your intentions are good) seldom match up to the level of care the parents would offer and in most cases the fledglings of smaller-sized birds like bulbuls will not survive more than a couple of days. So if your bird has lasted more than a couple of weeks then you're doing a pretty good job. What might help is reading a bit on the adults eating habits so you'll get a good idea of what to feed it. also try to touch it as little as possible and see if you can give it water to drink through an ink filler. Also, owing to the small size it will have an extremely rapid metabolism... which translates to mean that you having to feed it almost constantly during the day. Remember try to keep its food as close to its natural food in the wild. (No mashed fish curry and rice) because if it does fly away one day it will need to know what to look for. What i noticed about crows is that if they see you holding the bird and then releasing it, they will attack it. As long as they don't see you around the bird, they will not suspect that it is defenseless. Other than the crows, I dont think that any other birds would attack your bird, unless it's a shikra or sparrow hawk looking for lunch. But then, its out of your hands there. Another thing is, although very tempting, try not to handle the bird unless you really have to. The more you handle it the more you'll damage its feathers, which are pretty sensitive to handling. This means that the bird won't be able to use its wings at full capacity, which is an important factor when they decide to take their first test flight. HARVEY, ANOTHER BIRDER from Goa added his comments: Beware of good intentions. Back here in England, my well meaning neighbour insisted on providing extra cover for the nest of a blackbird in her garden. So we pushed a heavy plant in front of it to shield the nest from the wind, the rain, and buzzards.( Buzzards! I'd love to see a buzzard in my backyard!) Not surprisingly, the blackbird has abandoned her nest. At Pilerne, a lady informed us she had found a "little owl with cute ear tufts". She had just described a collared scops owl! A rarity! Neil and I rushed there and put the fledgling back inside its nest (a hollow in a tall tree), just in time. Even so, when we returned to check on the owl, it was nowhere about. The owls had had enough, and had decided to relocate! The trick is to feed it well, until it is grows into a full size bird. But there is one problem here 'Imprinting'. Birds usually associate a person feeding them to be their mother. From exhibitions and talks to cinema and the magic of hand painted porcelain, the Portuguese Cultural Week - "Portugal: Call of the Sea" -- promises to provide a peek into the Portuguese contribution that seems to be fading away from public memory. Taking off on April 13 with a festival package of eight contemporary Portuguese films, the event is being described as an attempt to once again generate the excitement created by the coming together of two completely different civilisations. A determining element in Portuguese architecture that has been used for nearly five centuries now is Azulejo or the art of painting and decorating one side of a ceramic tile. Although seen also in countries such as Spain, Italy, Holland, Turkey, Iran and Morocco, Azulejo is considered more than just a piece of art. One of its important sources is the blend of European cultural themes with those from other parts of the world including Asia East. The exhibition of traditional Portuguese tiles will be on view at the Art Gallery. Another show that promises to capture the imagination of art lovers is the exhibition of hand painted "Porcelain: Myriad Expressions'', which will have Bharati Bhatnagar use the style of Vista Alegre in her works. Recreating the cultural context that shaped Portuguese sensibility in visual terms will be "Embroideries -- Portugal India: 16th Century Synthesis to Contemporary Globalisation'' that will provide a peek into value added by the Portuguese to the Indian textile industry. With embroidered works being very popular with the Portuguese, they tried to tap the rich reservoir by developing items that could be used as gifts. An illustrated lecture will also be presented by Dr. Lotika Varadarajan on "Embroideries -- Portugal India''. Apart from this, Teodoro de Matos of the Catholic University of Lisbon will deliver a lecture on Portugal's trade links with Goa, Malacca, Macau, Angola and Brazil, while Luis Reis Thomaz will talk on "The First Global Network''.
