The Mando arose in a world of heightened Goan political consciousness. Enkindled by French Enlightenment of the 18th century, with its ideals of liberty, equality and fraternity, that consciousness was further inflamed by the establishment of a constitutional monarchy in Portugal, in 1820, in consequence of which elections were mandated all over the Portuguese empire. -- Dr Jose Pereira, musicologist, Sanskrit scholar, fresco artist, etc...
