Did Konkani suffer neglect only during the Portuguese colonial rule, Mr.
Editor of Herald? Did our 'avoi-bhas' benefit from any support from the
Kadamba or Silahara dynasties or from the Adil Shahs? Or, for that matter,
have any Goa authorities after December 19, 1961 done anything in favour of
our language, barring the Legislative Assembly's Official Language Act of
February 4, 1987? Ironically, it was one Portuguese Secretary-General of the
Government of the erstwhile 'Estado da India', Joaquim Heliodoro da Cunha
Rivara, who, though not knowing Konkani, rendered the language a yeoman
service by unearthing and publishing some manuscripts which might otherwise
have been lost forever, and what he did and wrote inspired such great
figures of Konkani Language and Literature as Vaman Varde Valaulikar
(Shennoy
Goembab) and Mgr. Sebastiao Rodolfo Dalgado.

Let's be honest and give due merit to those who deserve it.

MISUSE OF PUBLIC FUNDS: In a significant order, the State has been directed 
by the High Court to disclose what steps it intends to take to provide 
guidelines for the expenditure incurred by persons holding high public 
offices in State-owned corporations, in order to curb misuse of public 
funds. The direction has come in a writ petition filed by the Goa Tourism 
Development Corporation Ltd Employees Union, challenging then chairman 
Vishwajit Rane's alleged excessive expenditure. (H)

TWO-YEAR-OLD KID DROWNS: Clifford Martin Fernandes, a two-and-a-half year 
old child, drowned yesterday afternoon, when he accidentally fell in a pit 
filled with water at Bamnabhatt in Ambaulim-Quepem. (H)

KONKANI FACE EXTINCTION: Despite having survived 6,000 years of turbulent 
history, migration and political and cultural opposition, Konkani is facing 
threats of extinction. A majority of the about 5.5 million Konkanis in 
India and abroad are totally oblivious of this threat, Eric Ozario, 
president of Mandd Sobhann of Mangalore told Muscat's "Times of Oman". (H)

NDPS ACT DILUTED…: The amendment to the Narcotic Drugs and Psychotropic 
Substances Act has proved to be a blessing in disguise for drug offenders, 
since it has diluted the provisions of the NDPS Act, 1985, and made the 
punishment less stringent, resulting in the decrease in the number of 
seizures made by the Anti-Narcotics Cell. (NT)

CONGRESS AT SIXES AND SEVENS: Pushed to the Opposition benches, the 
Congress Party in Goa is still uncertain about the strategy it should adopt 
in the State, even as differences within its ranks persisted. (H)

OFFICIALS IN THE DARK: While in August 2000 efforts were made to ban use of 
plastic carry-bags upto 20 microns under the Environment Protection Act of 
the Central ministry, this time, however, the State's very own Goa 
Non-Biodegradable Garbage (Control) Act 1996 (Goa Act 5 of 1997) is being 
implemented from July 1, 2002, to reduce plastic garbage. However, some of 
the enforcement authorities seem to be in the dark on the notification and 
the role to be played by them. (H)

POLL EXPENSES OF MICKKY, CHURCHILL: It was dubbed as South Goa's 
high-spending constituency, what with both Churchill Alemao and Miccky 
Pacheco leaving no stone unturned to outwit each other. The duo's expenses 
like many other candidates, however, fall within the prescribed limit of 
Rs.3.5 lakh set by the Election Commission. Mickky spent only Rs.1,73,981 
while Churchill spent Rs.1,17,070. (H)

APPEAL FOR EXPRESS TRAIN'S HALT AT TIVIM: The North Goa Konkan Railway 
Action Committee has requested the Chief Minister, Mr Manohar Parrikar, to 
take the initiative for arranging the halt of the Jana Shatabdi Express and 
Matsya Gandha Express, at Tivim station. The two major trains of KRC 
presently stop at the Margao station only. (NT)

EVEN THE DEAD NOT SPARED! A nurse attached to a prominent nursing home in 
Margao turned out to be a culprit. After a 69-year-old man died, his 
relatives left for home leaving the body in the nursing home's room. But, 
after they turned up half-an-hour later, they found to their shock the gold 
chain missing from the neck of the dead man. (H)

BEACH CLEANING: As a follow up to the recently concluded summer course for 
students on "Know the ocean and its environment", the National Institute of 
Oceanography, Dona Paula, will hold a short visit to Miramar Beach to 
explain the dynamic response of the beach to the monsoon. The NIO Staff 
Club with active participation of Aivao village, will also gather all 
plastic material washed ashore at Aivao beach on June 29 from 3 pm. (NT)

RENT-INCREASE PROPOSAL SCRAPPED: The Goa Industrial Development Corporation 
has withdrawn the proposal for hiking the lease-rent structure of the 
industrial sheds in the industrial estates in the State. (NT)

CBI RAIDS TEHELKA OFFICE: CBI on Wednesday conducted searches at premises 
of Tehelka news portal and residence of one of its reporters in connection 
with a case of poaching protected wild animals registered by the agency 
earlier this month. Tehelka officials contended that the raids were timed 
to prevent their Editor-in-Chief Tarun Tejpal from deposing before the 
Venkataswami Commission probing into the allegations of corruption in

GOANS THRILLED AT BRAZIL'S VICTORY: Ronaldo's 49th minute goal against 
Turkey in the semi-final of the World Cup brought cheer to Goa's soccer 
fans, whose eyes were glued to the television screens during the semi-final 
yesterday. Most football fans here appeared to be backing the Brazil team 
all the while, and their sentiments for the vibrant "samba" won't change 
even a bit during Brazil's "phantom" final against Germany on Sunday. 
Moreover, their favourite, Ronaldinho, will be returning to the scene of 
action again. The youth of Mapusa parish will set up a giant TV screen for 
the people to watch the finals at the St Jerome Church compound.

A one day workshop on " Earthquakes, Submarine Volcanoes and Back-Arc Basins" will be 
held at the National Institute of Oceanography, Dona Paula on June 28, 2002.The 
findings of various R&D activities on seismic activity on the Indian subcontinent and 
their extensions in the Ocean, will be presented by the scientists of the National 
Institute of Oceanography( NIO) Dona Paula and National Geophysical Research 
Institute( NGRI), Hyderabad. Both NIO & NGRI are actively engaged in seismic studies, 
the former focusing on trenches, mid-oceanic ridges and back-arc basins and the later 
in earthquake processes and seismic hazard assessment. 

On this occasion Dr. Harsh Gupta, Secretary, Department of Ocean Development will be 
felicitated by his well wishers and fellow colleagues, on completion of 60 years.

 IIT Bombay along with the UNDL Foundation at Geneva, UNESCO and the
 Goverment of Goa will organize the International Conference on
 Integrated Approaches to Language, Knowledge, Culture and e-Engineering at
 Goa on November 25-29th, 2002. This is an international event in which
 about 70 researchers from abroad and about 100 from within the country
 will participate. The conference is unique in its scope- discussing and
 delibarating on the problems of the language barrier, promotion of peace
 and harmony among nations through communication and globalization trend of
 information media. Eminent scholars from India and abroad will deliver
 keynote speeches and Prof. M.G.K. Menon will give the inaugural address.
 Research papers will be presented in the technical sessions. The
 conference will also have demoes and poster presentations.

Indian newspaper scene set to change with foreign investment

New Delhi, June 26 (IANS) Time magazine, that sparked controversy by
publishing an unflattering article about Prime Minister Atal Bihari
Vajpayee, may have a New Delhi edition -- and then more Indians would read
its articles before the Indian external affairs ministry reacted to it.

But this is only a small peek offered by the information and broadcasting
ministry into the future after the government's decision to allow foreign
direct investment in the Indian newspaper business.

According to experts and media representatives, the 26 percent foreign
direct investment in news and current affairs translates into sweeping
social and cultural changes in Indian life.

"It will bring in competition, quality and a level playing field," an upbeat
Prabhu Chawla, editor of India Today newsmagazine, told IANS.

Chawla said the improved quality of news production would benefit the
consumer greatly.

India Today's is among the media groups that have fought hard for permission
for foreign investment in Indian media. It has been seeking a tie-up with
Time magazine.

The move also benefits newspapers such as The Indian Express -- which may be
looking at investment by the Wall Street Journal of New York -- and the
Business Standard, in which the Financial Times of London had years ago
sought to invest.

Said Indian Express CEO and editor-in-chief Shekhar Gupta: "There will be
many more newspaper groups now and more transparency."

The Pioneer, with its falling circulation, has also been scouting for
investors. These are the organizations that have hailed the decision.

Those who haven't are the unchallenged market leaders in the sector, such as
Hindustan Times, Times of India and Hindu.

Says T.C.A Srinivasa-Raghavan, consulting editor of Business Standard, in a
commentary in the media watchdog portal The Hoot: "Those newspapers that
don't have money have been arguing furiously in favour of FDI. Those that do
have been arguing equally vehemently against it."

What does it mean to citizens?

The tabloid culture that has Britain and many other countries in its thrall
will seep into India. News will not be the same any more without the "Daily
Blahs" that report alien viewings and such events to attract readers,
pointed out Prabhash Joshi, former Janasatta editor.

"Newspapers will be more focused towards corporate advertisers," Joshi said.

Since the reader is the consumer, lifestyle reporting will increase. Page
three will come on to Page One, insist media observers such as N. Bhaskara
Rao of the Centre for Media Studies. "Foreign content of newspapers, which
had reduced by 10 percent over the years, will increase again."

He also said India would have the largest English reading population in a
few years.

"The growth rate of English is rising in India, contrary to what is usually
believed. When foreign players enter the market, English readership will
increase from one percent to 8 percent of the population."

At least one global player will come to India by March, asserts Global
Management consultant Raja Shastri. "Vernacular newspapers will tie up with
international brands to enter the English market. Indian business magazines
can also expect a good readership in the west."

Says Times of India's director (business) M. Venkataraman: "Editorial
policies will subsequently change, if not immediately, then in two years."

Many journalists have not stopped rejoicing since the decision. "It means
more jobs in an industry where a few newspapers monopolize the market and
the number of unemployed professionals is increasing," said a reporter of a
national daily that has resisted the move.
