With the best of intentions I asked the Goanet Admin Team to send me a list of all words banned from use in postings. Herman was most courteous in replying immediately. He said that he would check if Fred could give me the list of words. From this I assume Fred maintains the 'adult' words list. As expected Fred did not get back to me. Now Marlon writes that GoaCom maintains the list. He also says that postings that don't pass the filter are sent to Vivian (I assume this is Ms. Viviana Coelho) who then decides and she can overide the filter. So the Owner (Herman) does not have the list. He say's Fred might have it. Fred does not respond. Marlon says GoaCom maintains it but Viviana can override it. Who exactly is in charge here? GoaCom or the Administrators or the Owner? Marlon also mentions, most illogically, that the list cannot be revealed because someone with 'maliciuos' intent will bypass the filters. Does not make sense. Rules have to be displayed and only then implemented. So maybe the Traffic Department should not display the Traffic Rules because persons might bypass them. Why, maybe the Constitution of India, and the Indian Penal Code, should be kept hidden so that potential lawbreakers might not not devise ways of bypassing the laws. This is ridiculous. A subscriber wants to stick to the rules but GoaCom refuse to state the rules (i.e. display which words are 'forbidden'). Another subscriber wishes to advertise - but till date the advertising rates are not forthcoming. A subscriber is free to use an asterisk or a Konkani curseword and can get away with it. And a ethical subscriber who does not wish to use 'forbidden' words is denied the 'forbidden words' list. Sure, as Marlon says, this system has worked well for GoaNet for the last 4 years or so. Viviana said in an earlier posting "GoaNet has been around for many years without those 10-or-so words". The emphasis seems to be "if it ain't broke don't fix it". What can I say. Enron and Worldcom used faulty accounting systems for many years too. Instead of moving forward with the times, and improving, some people prefer squirming in the warm, comfortable, mud. 10 or so words ... such a small list? Viviana must surely be mistaken. Obviously only Marlon and GoaCom know what words might offend GoaNet subscribers. Can't we be a bit grown up here? In real life there are no 'adult' word filters. That does'nt mean that people go around using swear words all the while. Those that do are quickly discarded by civilized society. That's how social groups work. That's how every Yahoo Group works. No juvenile filters. Why does ONLY GoaNet have to have a filter, and that too maintained by GoaCom. Is this a primary school with a headmaster? While Mr Fonseca put the blame on the government, the KTC Manging Director, Mr A B Bhartu when contacted by The Navhind Times observed that the KTC employees union, which was affiliated to the CPI were equally responsible for the poor image of the KTC. Mr Bhartu informed that the CPI led union approached the KTC management and the government with regards to the settlement of the fifth pay arrears, the time bound promotional scale and the regularisation of daily wages, but has never taken efforts to inspire the staff to work sincerely. In his memorandum to the transport minister, Mr Fonseca blamed the lack of accountability and mismanagement of the corporation for the frequent breakdowns and accidents of the KTC buses witnessed by the 50,000 passengers travelling everyday. He mentioned that the KTC staff carrying out repairs and maintenance work of the KTC buses face problems of shortage of spares and other materials, as the required spares were not being provided by the authorities. The memorandum also highlighted the inconveniences faced by the travelling commuters during the monsoons of the KTC buses leaking on all sides. Mr Bhartu however disclosed that though the weak financial position of the KTC was revealed to the three KTC workers' unions, some KTC workers continue to spoil the image of the corporation. He mentioned that he undertook a surprise inspection at the Margao depot a month ago and discovered that 5 KTC workers were sleeping on duty. When the KTC sought to initiate action against the erring employees, the union came to their rescue claiming they were 'merely resting'. Absenteeism among the staff during the peak season with more than 20 drivers at a time at each depot seeking refuge with medical certificates, is another factor the union should take notice of. Especially as long queues of passengers waiting for their bus to Margao are frequently noticed, he commented. He attributed the responsibility of the frequent breakdowns and leakages of the KTC buses upon the mechanics at the KTC depot, who were not promptly attending to the problems brought to their notice by the KTC drivers. As regards the shortage of spares and other materials, Mr Bhartu informed that there was absolutely no shortage of spares at the depot level, as he had specifically instructed the depot managers to personally get the files (regarding the spares) approved by the managing director. Mr Fonseca admitted the irresponsible behaviour of the workers but passed the buck to the state administration for the lack of accountability and mismanagement prevailing in the corporation. He accused the government of giving the KTC 'step-motherly treatment' at the cost of the private bus lobby. Mr Fonseca gave examples wherein the private bus owners were handed permits to operate their vehicles at time slots clashing with that of the KTC and thus, depriving the corporation of passengers and revenue. He alleged that the bus permits were freely handed out to party sympathisers and providing the private bus owners an inbuilt advantage as their routes overlapped with that of the KTC, the private buses left a few minutes earlier and charged less than the KTC buses. This was killing the corporation's growth, he said. The course will be held on Thursday, 4th July 2002 and will begin at 10.30 a.m. The venue is the Department of Science, Technology & Environment, Opp. Saligao Seminary, Saligao, which is supporting the programme. The morning session will be devoted to presentations made by two earthworm specialists who are actually working on the use of earthworms for processing domestic waste. After lunch, the participants will be taken to earthworm bins already in operation in Mapusa, Parra and Panaji. The visit is to demonstrate that the design of earthworm bins has been standardised and their operation is without any nuisance to the surrounding environments. The course will terminate after the visit to the Panaji earthworm bins. There will be no course fee but a registration fee of Rs.50 will be charged, which will be used largely for providing simple lunch and tea to the participants. It defines the word as: "A type of popular novel characterised by frequent sexual encounters between the characters." It says Sue Limb popularised it writing under the pseudonym Dulcie Domum in her Guardian Weekend Bad Housekeeping column. She came up with the word after a publisher asked her to write "a big, thick book with lots of bonking in it." She wrote the column for 11 years until April 2001. The dictionary has added 1,763 other new and revised entries to OED Online. Ms Limb said: "It's an unexpected event. People keep telling me I've made my place in history so I can happily die now." Of the publisher's request, she said: "I couldn't oblige, but I always play around with words and it was an easy step from blockbuster to bonkbuster." ========== ------------------------------ Date: Mon, 01 Jul 2002 17:47:44 +0530 From: Cecil Pinto <[EMAIL PROTECTED]> Subject: [Goanet] 4 Questions for Margaret Mascarenhas Ms. Margaret Mascarenhas in her posting 'Censoring the Censors' puts up a very well written explanation for her reason to discontinue her column 'Wake up and smell the coffee' from Gomantak Times. I wish her the best of luck and hope we on these Goa related discusion forums will benefit from her fine writings. A few points though I would like Ms. Mascarenhas to clarify for the benefit of us who are not much in the know. 1) Ms. Mascarenhas says the Editor has no right to censor a columnist's writing. I strongly disagree. A part of the Editor's job is to give direction to the newspaper's identity. This can be done only by censoring and editing as required. The Editor is better qualified than the columnist in predicting the far reaching consequences of any written material. The Editor also has a responsibilty to his readers and his publishers to stick to certain norms. For example if you had to explicitly describe a sexual act, or incite youth to violence - would the Editor not be justified in censoring, or even rejecting, such objectionable material? It is a family newspaper and he will be held responsible. Even the topmost columnists in the world have to go through some editing / censorship process. Why should Ms. Mascarenhas think that she is an exception? 2) Letters to the Editor are routinely edited all over the world for the sake of clarity and brevity. I do not know what 'law' Ms. Mascarenhas refers to. 3) Ms. Mascarenhas objects to Gomantak Times giving CM Parrikar a regular front column to place his views before the public. What's wrong with that? Just because he is in power should he be denied his right to be heard? Would Ms. Mascarenhas have objected if the leader of the Opposition had been given such an opportunity? If Mr. Pratapsinh Rane wants a weekly column I am sure Gomantak Times will oblige. As long as readership increases. Mr. Parrikar is a writer too. If the readership of Gomantak Times would like to see his column every week on the front page what is Ms. Mascarenhas' problem? A publisher and editor has to deal with issues like improving circulation, readership etc. - which a columnist is cocooned from. So a publisher does whatever meets his objectives within reasonable limits. And so what if such a CM column is unprecedented. Kudos to Gomantak Times for thinking beyond the ordinary. 4) Ms. Mascarenhas chooses to post her war cry against censorship on GoaNet. Is she aware that GoaNet has a filter in place that automatically rejects posts which have any 'adult' words? Does she know that GoaCom, who earlier claimed they only hosted GoaNet, now admit that they maintain this 'adult' word filter and refuse to disclose what words are deemed unfit by them? Does she know that the Internet (unlike a printed publication) is all about freedom and GoaNet's filtering policy is the antithesis of all this? Will she use her masterful language to question this stupid censorship on GoaNet or will she just abide by the rules? The reform will be based on a paper published in 2000, called ‘Setting the Boundaries’ which which proposed bringing in a specific offence of child abuse, sweeping away restrictions on homosexual indecency and reforming rape laws. Mr Blunkett said: "We are balancing the toughening of protection, particularly for children, while ensuring the law is fair and non-discriminatory and reflects the 21st rather than the 19th century view of social policy." David Blunkett, the Home Secretary has not confirmed which areas of the document will be adopted. But options expected to be included involve a a significant relaxation of laws on gay sex by abolishing the offences of buggery, gross indecency and soliciting by men the so-called "cottaging'' laws. The Home Secretary has made it clear the legislation will modernise offences that in some cases date back to the 19th century. In future, sex offences would be "non-discriminatory", said the government, indicating that restrictions on certain homosexual behaviour are to be lifted. For example, public shows of affection by homosexuals, forbidden under legislation dating to the Napoleonic wars and carrying a theoretical maximum sentence of five years, are likely to be made lawful. Among the laws to be scrapped could include one which makes it illegal for two men to engage in sex in a hotel bedroom and another which criminalises consensual gay group sex. Other areas to be addressed include the prostitution laws, a new definition of consent in rape cases and the introduction of a new “adult sexual activity with a child” offence. The long awaited legislation will be introduced in the next session of parliament. The Government is slated to produce a White Paper in the autumn, followed by a Bill. While there has been no formal acknowledgement of wrong doing or defamation of character by SurfWatch, From Now On takes pride in seeing the word "adult" restored to common usage. Even though the filtering of information by third parties is often represented as a gift to children . . . as some act of decency in an indecent world, some members of the filtering industry embrace and commit indecencies of their own. Some filters block perfectly legitimate information by relying upon crude word searching strategies which block articles on adult learning and breast cancer. These filters may defame the character of some individuals and information providers. They often announce that a site is blocked because it contains "sexually explicit" material even when no such material is present and they have not taken the time to check the content before characterizing it falsely. It appears that some filtering companies may insult first by blocking most sites which contain the file name "adult.html" until someone complains. They only retreat and apologize after being "caught in the act." They systematically defame and then retreat, damaging hundreds and thousands of reputations as a matter of course. We are seeing broad-based, wide brush attacks on the character of the electronic community with the disregard for individuals and providers we normally associate with Internet Spammers. They have invented a new form of insult . . . the electronic smear campaign . . . the SL@P. A SL@P is an electronic insult - an unfounded and defamatory label applied to a Web page without looking at it to check its contents. It is an electronic rumor, a digital dismissal, a gratuitous and indecent assault on the reputation of an unknown person. A SL@PPER is a company which indulges in indiscriminate SL@PPING without regard to the damage done to the victims of SL@P. An article on adult learning appearing here at From Now On was blocked by SurfWatch during April. Even though it contained no sexually explicit material, clients of SurfWatch were told that the article was blocked for that reason. This article you are reading right now was also blocked by SurfWatch before it was even published. They evidently block new files named with adult.html until they are asked to desist. If you are worried about your own site or other sites being unfairly characterized, you may test them by visiting http://www1.surfwatch.com/testasite/body.html A content provider or individual could be maligned on a daily basis for weeks and weeks without knowing that damage was being done and without knowing how many people had been erroneously told that they were harboring sexually explicit material. On April 23, a technology director e-mailed From Now On complaining that she could not reach an article written about adult learning. When the article was checked on April 23rd at http://www.surfwatch.com SurfWatch blocked it at both From Now On addresses (fno.org and fromnowon.org) stating that it was blocked for "sexually explicit material." Arbitrary, Capricious and Irresponsible This approach to blocking content is arbitrary, capricious and irresponsible. It apparently relies upon clues like the file name "adult.html" to filter and then label pages as "sexually explicit" without actually examining their content. If they were simply blocking the site, it would be one kind of damage, but they go a step further by labeling the content erroneously as "sexually explicit." This is defamation of character and false. We are witnessing an industry which uses crude measures to deliver "information security" and applies a standard that a page or a site is "guilty until proven innocent." List of the Falsely Accused The following 32 Web pages were blocked by SurfWatch for what they claimed was "sexually explicit material" when they were checked at the SurfWatch site during the week of May 10. None of them contained "sexually explicit material" as far as this author can tell. Visit and judge for yourself (if you do not have SurfWatch installed). The only blocking they removed was the one which appeared on a listserv. Legal Relief The electronic frontier brings with it powerful ways to communicate information, some of which are healthy and beneficial. Unfortunately, these positive advancements are offset by other new technologies which can block legitimate information and damage the reputation of hundreds and thousands of people while hiding behind the excuse that they are protecting children. Fortunately, the court system offers injured parties the right to bring their cases before a judge and jury to demand an end to the defamatory practice and the award of damages to those whose character and Web sites have been falsely accused. This journal has asked that SurfWatch remove all blocking of articles on the From Now On web sites and to cease and desist the defamatory practice of affixing the "sexually explicit" label where none is justified. Note (June 11, 1999): Since this article was published in May, SurfWatch has discontinued the practice of blocking pages at From Now On which have "adult" in the file name. We have further requested a public apology from a high ranking company officer that may be republished in From Now On and on several educational listservs where SurfWatch clients can read it. We have also insisted that SurfWatch cease the apparent practice of blocking and characterizing of Web sites simply because of file names such as "adult.html" as this is plainly discriminatory, irresponsible and potentially defamatory. Note (June 11, 1999): Since this article was published in May, it appears that SurfWatch has discontinued the practice of automatically blocking sites using the file names "adult.html" and "adult.htm." While there has been no formal acknowledgement of wrong doing or defamation of character by SurfWatch, From Now On takes pride in seeing the word "adult" restored to common usage. If SurfWatch does not agree to these demands, we will proceed with legal action, including the possibility of a class action suit.
