MLAs give themselves pay hike
------------------------------------------

A bill seeking to hike up the salaries and allowances of MLAs and ministers
at a cost of Rs 63 lakh per annum to the exchequer was introduced and passed
unanimously in Goa Assembly yesterday....

Goa Salaries and Allowances of Ministers (Amendment) Bill, 2002
seeks to enhance the sumptuary allowance of ministers in view of the
hike in inflation and burden of work from Rs 7,000 to Rs 10,000, except
in the case of the Chief Minister.

It is also proposed to provide an allowance for the minister, chief 
minister excluded
to run an office in his constituency of Rs 3,000 per month (to be paid as 
office rent).
It will cost the exchequer Rs 13 lakh per annum.

Goa Salary, Allowances and Pension of Members of Legislative Assembly
(Amendment) Bill, 2002 seeks to provide a better package to MLAs as it was
felt that the perks were not found commensurate with the nature of the work
done by them.

Each MLA will now be entitled to a hike in salary from Rs 3,000 per month
to Rs 5,000 and an allowance of Rs 300 per day for residence on duty,
specially during the assembly session. The MLAs will also be entitled to
Rs 3,000 per month to be paid as rent for running their office in the 
constituency,
petrol to the extent of 200 litres per month for his personal vehicle,
appointment of one junior stenographer, junior assistant and one driver
as his personal staff.

The pension for MLAs has been hiked up and each member will receive from
1 August, 2002 Rs 5,000 per month for the first year and Rs 300 for every
successive year of his membership in the assembly, subject to a maximum
of Rs 12,000 per annum. He will also be entitled to pension he receives
as a teacher of an aided educational institution.

If as a committee member, he travels outside the state, he will be entitled
to reimbursement of an amount of Rs 1,000 per day towards his accomodation
or stay. The benefits to MLAs will cost the exchequer Rs 50 lakh per annum.
The amendments come into effect from 1 August, 2002.
