THE MLAs are primarily responsible to the people who elected them, and then to the party. Goa is ideal for panchayati raj. It is small and the level of literacy is high. It has had a successful comunidade system. However, administrative and economic power has not been given to panchayats. Corrupt and power hungry politicians and bureaucrats have worked hard to keep a stranglehold on them. Panaji has been ruined by the Panaji Municipal Council. There are six panchayats governing Porvorim plateau and they have been incompetent in addressing civic responsibilities, be it infrastructure, illegal constructions, stray cattle/dog menace, garbage control, security of residents and so on. Democracy means peoples power. Elected representatives do not have the right to rule without transparency and accountability and play political games. The recently passed Panaji Corporation Bill gives arbitrary powers and keeps out jurisdiction of civil courts. Acts have to be legislated in consonance within the spirit of the Constitution of India, which, we the people, have given the government.
