    U.N. Secretary-General Kofi Annan owes his job to the U.S.A. which
agressively promoted his candidature against a second term for the
Egyptian incumbent Boutros-Gali as it did not find the latter pliable
enough.
Recently he announced with much fanfare at a press conference that he
had secured an agreement with Iraq for unconditional inspection of its
facilities by U.N. inspectors under prevailing Security Council resolutions
and the Chief Inspector and his team were accordingly instructed to be
prepared to proceed to Baghdad and last week they held discussions with
the Iraqi delegation in Geneva to sort out the details.
 The U.S. has, of course, its own agenda for Iraq and is determined
to sabotage the proposed inspection mission on the specious grounds that
there is need for a new "tougher" Security Council resolution, which will
give it the right to bomb Iraq to oblivion within thirty days, without
any provision for further specific U.N. authorisation. In other words,
it seeks to abrogate to itself the right to decide whether resolutions
have been complied with or not an to take unilateral military action-
all under the U.N. umbrella! Can anything be more preposterous?
 In the meanwhile, while the crisis goes from bad to worse, there
is no sign of any intervention by the U.N. Secretary-General, who
otherwise likes to bask in the international media publicity. He obviously
knows which side his bread is buttered!
