Friday Balcao the fortnightly discussion event
to be held on 8th November will feature the topic,
the proposed North Goa garbage dumpsite at Saligao.

As part of a series on public interest issues
Friday Balcao will focus on possible peoples alternatives
to the proposed North Goa garbage dump site at Saligao.

The recent protest with regards the proposed North Goa
Garbage dump site at Saligao has generated much discussion
among citizens about the cause and solution to the problem.
While some see this as a conflict of interests between the two
villages of Calangute and Saligao over land use, there are other
opinions that the problem has larger implications for the whole of Goa.

What kind of garbage is generated from the residential and tourism areas of
North Goa that require a dump site, What lessons has Goa learnt from the experiences
of the Sonsoddo and Curca dump sites, Are garbage contractors to blame or the
system of collection and disposal of solid waste, Are dump sites a danger to
the ecology and ground water table because of the hazards of toxic substances,
How much of medical waste will be dumped at the proposed site, Is the setting up
of a dump site a long term solution for the State Government and Village Panchayats,
and are they permissible within the Management of Solid Waste Rules 2000.

Is effective implementing of segregation at source, door to door collection,
vermi-composting and the use of EM solutions a viable alternative. Can
the Not In My Backyard attitude be changed in Goa and are the Garbage
Management Committees under the Goa Non-Biodegradable Garbage
(Control) Act 1996 been effective.

The Friday Balcao discussion will seek to answer these questions as well as look
at the alternatives to a "lift and dump" strategy. The possibility of a community based
decentralized program which involves people and is environmentally sustainable
will be examined. While residents from Candolim, Calangute and Saligao will
share their experiences, the session will also highlight the positive case studies
of other areas in Goa.

The outcome of the discussions and the action plan
suggestions will be submitted to various citizens groups
as well as the concerned Govt. agencies.

at the Goa Desc Resource Centre
