BPS club seeks exclusion from 'silence zone'

With the festive season at the doorstep, Margao's one of oldest
institutions -BPS club, has requested the district administration
to exclude it from being declared as "silence zone."
The district collector in January had written a letter to the BPS club
committee banning them from playing music above 50 decibels
not only during night, but also during the day time. The formal
notification, however, was not issued by the district administration.
The letter flashed by collector was the result of guidelines given
by central government banning loud music within 100 meters
of hospitals or old age homes.
Apprehending loss of more than 50 per cent revenue, the BPS
annual general meeting held last week formed a committee
comprising of the managing committee members along with
Dr Jagannath Prabhudessai to follow up the matter with the
district administration.
"Club's major revenue comes from renting out its ground
for the dances and exhibitions," stated Dr Prabhudessai.
In an hour-long discussion with the collector (South), Mr J B Singh,
the BPS committee pleaded before the district administration
to exclude its premises from the restrictions.
The members were of the opinion that Supreme Court guidelines
restricting the music beyond 10 p.m. were enough to give relief
to the hospitals and old age homes.
In the meeting Collector (South), Mr Singh, promised the members
to study the matter threadbare. He stated that the right to issue
notification declaring certain zones as silence zones
is the prerogative of the state government.
"If the notification has to be issued, the home department would
consider the recommendation of district administration," stated
Mr Singh, speaking to The Navhind Times, this evening.
He admitted that no notification has been issued making
the BPS club ground as silence zone.
Another round of meetings slated within couple of days between
the club members and collector is likely to decide whether
to declare the club premises as "silence zone" or allow
the playing of music till 10 p.m. "If at all they (BPS) are allowed,
certain restrictions would be put on them," stated Mr Singh.
