Thanks GoaSuraj for taking the time and enthusiasm to address this issue.

I was just going through the requirments and pay scale. At the age of 40, a person would be still ending up earning only Rs.2000/- makes me worry about the quality of life which can be lived thereafter with such salaries. I would not hesitate to say this is the ONLY reason why the electrician when asked to go for repair works would not go for sure since his demands would depend purely on "TIPS" expected.

The following advertisement appeared on the Navhind Times 25th. January,
2003 (NT Page:8 )

OFFICE OF THE CHIEF ELECTRICAL ENGINEER
GOVERNMENT OF GOA.
VIDYUT BHAVAN, 3RD. FLOOR
PANAJI - GOA.

Notice inviting application for filling up apprentice seats.

Applications, indicating names, address in full, nationality, dae of birth,
qualification and experience alongwith attested copies of residence
certificate for 15 years are invited by the Chief Electrical Engineer, Govt.
of Goa, Vidyut Bhavan, 3rd. floor, Panaji from the candidates upto 6-2-2003
for engaging following posts:

1) Junior Engineer (Elect( (Apprentice):

a) No. of Posts 37 vacancies
b) Educational and other qualification
Essential:
i) Degree/Diploma in Electrical Engineering from a recognized University or
Institution.
ii) 15 years residential certificate from Mamlatdar. Rexable for candidates
from neighbouring States.
iii) Knowledge of Konkani

Desirable:
Knowledge of Marathi

c) Age Below 40 years.
d) Stipend Rs. 1970/- per month for Degree holders.
Rs. 1400/- per month for Diploma holders.
e) Duration of training One year.

2) For Junior Stenographer:

a) No. of Posts 3 vacancies
b) Educational Qualifications

Essential:
i) Matriculation or equivalent qaualification until replaced by Higher
secondary.
ii) Speed of 100 w.p.m. in short hand and 35 w.p.m. in typing.
iii) 15 years residential certificate from Mamlatdar.
Relaxable for candidates from neighbouring States.

Desirable:
i) Knowledge of Marathi

c) Age Below 40 years
d) Stipend Rs. 1090/- per month
e) Duration of training One year

COMMENTS:
Two Executive members of the Goa Su-Raj party met with the Chief
Electrical Engineer Mr. Ghali at his Vidyut Bhavan office in Panjim this
morning at 12 a.m.

When asked to explain the above advertisement, Mr. Ghali apologized for the
mistake in the text of the advertisement and attributed it to the staff
member concerned for wrongly adding the relaxation clause over the
requirement of his own accord.

When asked if the person concerned will be penalized, he stated that the
advertisement will be re-issued in the corrected form. He stressed that
there was no mal intention intended at all and that only Goans will be
recruited in full. He also said that since this is only an apprenticeship, a
requirement of the Director of training based in Mumbai, the department is
hard pressed to fill in the required number of vacancies for Jr. Elec
Engineers as there are usually no sufficient takers. On completion of the
apprenticeship, the candidates cannot be assured a permanent job in the
Electricity Department, and therefore very few candidates come forward, he
added.

When told that these type of wrongly inserted advertisement raise serious
doubts on the seriousness of the Goa government in the employment of
qualified Goans, specially when Goans have been willfully sidelined in the
past, Mr. Galli assured the members that the interest of the Goans will be
protected at all times.

When asked if the above advertisement has been issued in any other State, he
answered in the negative.

Mr. Ghali was told that the reason for asking the above question was because
in the past, government advertisements have appeared in the Southern States
before appearing in Goans newspapers. Mr. Ghali said that it might have
happened in the past before his term and that his department does not issue
any advertisements in other States.

When asked if the Employment Exchange is consulted for listings in the
concerned categories before issuing advertisements, he replied in the
positive.
