This is indeed a loss to the world and Goa in particular. He was a mentor to people like me, always caring and concerned about us developing our God given talents to the fullest.  As principal of St. Xavier's and professor of Chemistry, he was selfless and a 'father figure' to a number of students of St. Xavier's College. He set high standards for his students and demanded that we work hard.  Unequivocally, this is evident in the success of his past students who are spread out all over the world. As a new faculty member on the block,  I always admired the impartial manner in which  he handled faculty and staff issues.  During his retirement years, besides offering his services and expertise for the betterment of education in Goa, he researched and concentrated on the promotion of our  Konkanni language.
May his soul rest in peace.

Fr.Nicolau Pereira passes away



Fr. Nicolau Pereira (1927 - 2003), affectionately known as pop by his students at Mapusa - Goa, passed away peacefully in the morning of the republic day. he had been briefly hospitalized at hospicio (margao) after a cerebral stroke in late 2002.

Fr. Nicolau’s association with St. Xavier’s College began in June 1964 when he took charge as Vice-Principal under Fr. Edward D’Cruz, S.J. the founder - Principal. He was promoted to the post of Principal in 1965 and was responsible for shifting the college from Bastora to the present spacious campus at Mapusa in June 1968. He started the Higher Secondary Section in June 1975 and was its Principal till 1989 and Manager till 1991. In 1989 the Higher Secondary Sections were separated from all colleges and brought fully under the control of Goa Board and Directorate of Education. In 1991 Fr. Nicolan became the founder - Principal of Fr. Agnelo College in Pilar, Goa.

Students admired Pop’s memory for names. He remembered the thousand of his students by name. He even remembered if the person’s brother’s and or sisters had studied at St. Xavier’s and how well they had performed. Pop always had kind words for students. If punishment is what we deserved it was never the cane or angry words. We were condemned to study a bit more in the library and were - and are - the better for it.

Even after retirement Pop was not tired of education. He involved himself with editing and learning about local medicinal plants. With his passing away, an era has long to an end. He will long be remembered by his colleagues, students and the teachers that grew from amongst them.

"NRIS IN US EAGER TO HELP": The nine-day visit of the Chief Minister, 
Manohar Parrikar, to North AmericaUS and Canadaand his interaction with the 
people of Goan/Indian origin there, has thrown up quite a few possibilities 
of their involvement in various activities. These are in the sectors of IT, 
education and tourism. Setting up retirement townships, upgradation of 
existing educational institutions and development of new ones, were among 
the activities, which were mentioned during the talks. Another possibility

HELD FOR RAPE: A 22-year-old man from Andhra, Laxman Y Nayak, has been 
arrested for allegedly raping a 16-year-old maid servant at Pilerne. As she 
was going to work sometime between 3 pm and 4 pm, the accused caught hold 
of her and dragged her into the nearly bushes, where he allegedly raped

YOUTH WAYLAYS WOMAN: A 34-year-old woman was allegedly waylaid by a youth, 
who forcibly took away the keys of the Santro car she was driving after 
blocking her car with his motorcycle at Dr Bernard Costa road around 2.05

YOUTH COMMITS SUICIDE: A 20year-old youth, Dominic Fernandes, Vaidongrem, 
Parsem, hung himself to death on a "jamboll" tree on January 27 afternoon. 
Police sources said the boy was depressed over a failed love affair with a 
girl while studying at a Catering College in Arambol. (NT)

"REVERT PERNEM TO PANCHAYAT": Residents of Pernem on January 26 moved a 
resolution to demand an urgent need for the Pernem Municipal Council to be 
reverted to a panchayat. PMC ex-chairman, Vishnu Desai, said there are only 
12,000 people in the municipality, of which there are 5,000 voters. (H)

XAVIER'S EX-PRINCIPAL FR PEREIRA IS DEAD: Former Principal of St Xavier's 
College, Mapusa, Fr Nicolau Gracias Pereira, passed away on January 26, 
following a prolonged illness. He was 76. In a message of condolence, CM 
Manohar Parrikar, a student of St Xavier's College, described late Fr 
Pereira as a disciplinarian and an educationist of a high calibre, a 
scholar whose death has caused a void in the educational sector and Goa as 
a whole.  "Late Fr Pereira as an educationist served in several committees 
and was responsible in promoting social several reforms in the education 
system," the chief Minister said. (H)

Bajrang Dal welcomes CBI clean chit in Staines murder

Bhubaneswar, Jan 28 (IANS) Hardline Hindu group Bajrang Dal Tuesday welcomed
federal investigators' decision to absolve it of blame for the murder of
Australian missionary Graham Stewart Staines.

"We were framed," Subash Chouhan, the chief of the Bajrang Dal's Orissa
unit, told IANS in this state capital. "Now the truth has come to light."

The Central Bureau of Investigation (CBI) Monday gave a clean chit to the
Bajrang Dal saying the group's activists were not involved in the gruesome
murder four years ago.

Staines, 58, and his two minor sons -- Philip, 9, and Timothy, 6 -- were
burned to death as they slept in a jeep in Manoharpur village of northern
Orissa's Keonjhar district on January 23, 1999.

The CBI has charged 18 people, including prime accused Dara Singh who
allegedly led the hysterical mob that torched the jeep in which Staines and
his sons slept.

Opposition parties including the Congress had alleged the hand of the
Bajrang Dal -- which is affiliated to Prime Minister Atal Bihari Vajpayee's
Bharatiya Janata Party (BJP) -- in the murder.

"I found no link between the Bajrang Dal and the 18 people charge-sheeted in
the case," CBI investigating officer Joginder Nayak told a district and
sessions judge in Khurda on Monday.

Nayak was the 55th witness to depose before the court here that has been
conducting the trial of the sensational case since March 1, 2001.

"Although the FIR (first information report, or written complaint) lodged by
the CBI had identified six people, including Dara Singh, as members of the
Bajrang Dal, we did not find evidence to corroborate this claim," Nayak
said.

A 14-year-old boy, Chenchu, has already been sentenced to 14 years'
imprisonment for his involvement in the murder. Chenchu's case was separated
from those against the other accused because he is a juvenile.

The boy has appealed against the sentence.

Little rush among Indians to use UAE amnesty

Dubai, Jan 27 (IANS) Nearly a month has passed since the United Arab
Emirates (UAE) offered amnesty to illegal immigrants to return, but Indian
immigrants seem reluctant to avail themselves of the facility.

The amnesty provision will allow illegal immigrants to leave the UAE without
facing punishment or a fine. The facility extends till April 30.

About 35,000 to 40,000 illegal immigrants from India are expected to leave
the country during the four-month amnesty period, compared to 50,000 in
1996.

But so far the Indian embassy in Abu Dhabi has received only 405
applications and the Consulate General of India in Dubai has got 563
applications from Indian nationals seeking the issue of travel documents for
them to use the facility.

Urging immigrants to apply at the earliest, Indian Ambassador K.C. Singh
said special guidelines have been prepared for them to obtain travel
documents from the embassy and consulate, and exit clearance from the UAE
Immigration Office.

The ambassador said there were plans to start consular visits to remote
areas like Ruwais and Liwa to interview applicants there.

Separate amnesty cells have been set up at the embassy and the consulate to
process applications for the issue of travel documents to amnesty seekers
who do not possess valid travel documents.

Consul General George Joseph said that volunteers of various Indian
associations would assist the immigrants in filling up the application forms
free of cost, at the embassy and registered premises.

The Indian diplomat pointed out that separate Air-India counters have begun
functioning from the embassy and consulate for reservations and to issue air
tickets at concessional rates to those wishing to benefit from the amnesty.

Indian Airlines and Air-India have announced a 20 percent discount on the
prices of one-way tickets from the UAE to different points in India for
amnesty seekers.

The fares will remain valid up to April 30, the last date for amnesty.

K. Shyam Sundar, UAE manager of Indian Airlines, said new amnesty prices
would be valid in Ahmedabad, Amritsar, Bangalore, Kozhikode, Chennai, Kochi,
Coimbatore, New Delhi, Goa, Hyderabad, Jaipur, Lucknow, Trichy and
Thiruvananthapuram.

In Dubai the Indian Community Welfare Association is raising money from
corporates and individuals to pay for tickets of some immigrants, said
Joseph.

The Arab Gulf Cooperation Council states are working hard to cut their
dependence on expatriates through their jobs-for-nationals programmes.

But it seems like these states will have to continue their reliance on
foreign workers for the next one or two decades.

The council states now have a combined population of around 27 million, of
which expatriates account for 35 percent overall.

In the UAE and Qatar their population is as high as 75 percent. Bahrain has
30 percent expatriates, while they account for 56 percent in Kuwait and 27
percent in Oman and Saudi Arabia.
