OPPOSITION RAPS GOVERNMENT: The government's failure to draft proper policies specially in the field of tourism, industry and agriculture and non-implementation of some key projects was highlighted by the Opposition on 11 February. Leader of Opposition, Pratapsing Rane and Deputy Leader of Opposition, Dayanand Narvekar, combined effectively for once in cirticising the government during the debate on the motion of thanks to the Governor for his address to the Goa Assembly. ISSUES RAISED IN THE LEGISLATIVE ASSEMBLY SESSION: Non-implementation of schemes despite assurances in the past session; lack of policy in the agricultural sector and proper mechanization which has affected the farmers; granting of large-scale extensions to retired employees; failure to curb corruption' failure to take action against an official who had been nabbed while accepting bribes; delay in setting up a cardiac unit at GMC; need to revise the list of beneficiaries under the scheme for below poverty line people; government's failure to take the Opposition MLAs into confidence; discrimination in carrying out developmental activities in some of their constituencies; chaos on the garbage front; inaction regarding the proposed hi-tech IT habitat at Doan Paula and the much-talked about cyber city; failure to attract new industries, etc.

"SETTLE LANGUAGE CONTROVERSY": Referring to Chief Minister Parrikar's statement seeking five years to settle the language issue, the Opposition Leader, Pratapsing Rane, participating in the debate, taunted the Chief Minister saying the matter should be resolved right away instead of five years from now. "LARGE" LOANS: The Opposition severely criticised the Chief Minister, who is also the Finance Minister, for resorting to large financial borrowings, from all sources particularly from EDC, Sahara India and Indian Bank, for running the affairs of the state. (H)

CHANGES IN TRANSPLANT ACT SOUGHT: The Goa Legislative Assembly on February 10 passed a resolution urging necessary changes in the transplantation of Human Organs Act, 1994, to provide for "required request". The changes in the Act were sought to make it mandatory for individual hospital authorities or medical practitioners to solicit organ donations from the next of kin of patients in all cases of death. MID-DAY MEALS DEFERRED: The State government has suspended the operation of the mid-day meal scheme for primary school children in all talukas, barring Sattari, till June 2003. Admitting that there were some errors due to the large number of schools and students to be catered to, Chief Minister Manohar Parrikar informed the Goa Assembly that the quality of the food items would be monitored in Sattari and food inspectors would be appointed for the purpose. NEW CS: IAS officer Dev Singh Negi has taken over as the new Chief Secretary o Goa. Fifty-five year-old Negi, originally from Pooh Kinnaur District of Himachal Pradesh and resident of New Delhi, is holder of MA degree in History from the Punjab University. He belongs to the 1975 batch of Indian Administrative Service. (GT)

EYE HOSPITALS: It will now be possible to tackle the problem of corneal blindness in the State soon as the Goa Assembly adopted a resolution to authorize hospital authorities to remove corneas from the eyes of dead persons. (GT)

PARRIKAR PUTS TANUJA CASE IN RANE'S COURT: Replying to the question tabled in the State legislative assembly during the question hour by Mr Pratapsing Rane over the delay cause in handing over the murder case to the CBI, the Chief Minister asked Mr Rane to verify the investigation being carried out by the state police and give recommendation, whether the case should be handed over to the CBI. FUNDING FOR CARNIVAL, SHIGMO ENHANCED: The government has enhanced the cash amount towards creating infrastructure and for prize money for each centre for holding the Carnival and Shigmo celebrations from Rs.3.25 lakh to Rs.4.00 lakh this year. However, the enhancement of Rs.50,000 is only for those centres that organise Carnival/Shigmo cultural programmes for all the days. Carnival is celebrated at five centres for four days and Shigmo at six centres for equal number of days. The carnival begins from 1 March and Shgimo from 19 Mach. (GT)

ARRESTED FOR SETTING HOUSE ON FIRE: Mapusa police yesterday arrested one Anthony Gomes from Shantinagar-Khorlim for allegedly setting a house on fire. The house belonging to Alka Bhat was set ablaze at about 5 am on Sunday. There were occupants in the house Alka along with her family resides in another house in the same locality. (GT)

6-YEAR-OLD GIRL ATTACKED: In yet another case involving cyber crime, police said that Krishna Bhagwan, of Margao, had been getting threatening e-mails for the past seven days, asking him to leave his job in a factory at the Verna Industrial Estate. Bagwan took the e-mail threats lightly. However, when his wife and their daughter were returning from school at Margao, an unidentified person attacked the girl and she sustained minor injuries. (H)

COMMERCIAL CAPITAL EARNS PALTRY SUM: During the last financial year, the Margao Municipal Council earned only Rs.4.38 lakh as trade tax, when in reality the revenue ought to have been three times more than this figures. For long, the MMC has utterly failed to force the traders to pay the tax. It is not uncommon to find traders setting up business sans the trade tax. (H)

TWO-WHEELERS SET ON FIRE: Some Unknown miscreants set a fire three two-wheelers at Borim yesterday. (GT)

GUTTED IN FIRE: A generator of a mining company at Dignem caught fire due to a short circuit, destroying property worth Rs.20,000. Another fire was reported at Poira, where cashew plantation belonging to a mining company caught fire. (H)

IRKED OVER "OMELETTE-PAV": With the Margao Municipal Council's crackdown failing to create the desired effect, the South Goa Hotel Owners' Association has decided to approach the High Court for action against unauthorized fast food "omelette-pav" kiosk doing business in Margao city. (H)

GOAN WRITERS TO ATTEND LITERARY FEST IN DELHI: Three Goan writers will participate in the Katha International Literary festival from February 12 to 6 at India International Centre, New Delhi. The celebrated international musicologist and winner of the Milkweed Literary Prize (USA) for his novel "Tivolem"Victor Rangel Ribeirohas been invited to be on the panel of experts. Sahitya Akademi Award Winner Damodar Mauzo will discuss Katha prize-winning stories, while Prakash Pariekar, the budding writer, will receive the Katha Prize Award for 2003. (H)
