Can anyone provide more information on this fatality related to head injury. Was the pillion rider wearing helmet or was he required to wear a helmet per the new laws that were just enforced? I recall that Govt. made an exception (as demanded by MAG) that helmets are not required if you drive less than 40 km/hour. If the new Helmet use law exempted him, should it not MAG and/or  Government be held liable for his death? This could be a good opportunity for the lawyers and family of the victim to file a lawsuit.

Panchole alias Shyam (31), a resident of Azossim as he died of multiple
injuries in a road accident while going to work. Shyam was riding pillion
on Nicholas D'Mello's bike upto Pilar when it as involved in a head-on
collision with a tempo at Neura. Shyam received head injury, which proved
