If one were to ask Mullah Omar in 1999 about his legitimacy, he would point to a Loya Jirga which elected him. And amazingly, he was correct. A Loya Jirga did nominate him to be the Amir-ul-Momineen (Leader of the Faithful). But what really consititutes a Loya Jirga? It is merely an assembly of those who support you. Those who don't, do not join in such an assembly. Afghan battles are never really wars, but really shifting loyalties of tribesmen and elders that are won by displaying your strength and monetory inducements. In fact, if Mr. Carmo Dias was ruthless enough to have his own army and had enough cash to bribe people, he can constitute his own Loya Jirga and get himself to be nominated as Leader of the Faithful in Afghanistan. The point to be noted here is that Afghanistan will *never* have a democratic setup, for the simple reason that why bother with such an exercise when your lackey is calling the shots there.
