Regarding the South Goa beaches, heres a letter of mine to NT 2 weeks 
ago:

Dear Editor,
For the past 2 days, the entire coast of south Goa from Utorda to 
Varca has been heavily covered by fuel oil tar balls at the high tide 
line on the entire stretch of beach.  This is a case of major 
pollution , probably caused by a merchant ship pumping out tanks at 
night, in vicinity of the coast, or while at anchorage. One wonders 
what the captain of ports, the Coast Guard, and the tourism 
department is doing.  Sleeping, blissfully, perhaps? O, well, the 
tourist season is over, anyway.
