GOACOM DAILY NEWS CLIPPINGS 29 July 2003 MODEL STATE FOR LAND RECORDS: Goa will lead the nation in providing a model of Integrated Land Records System (ILRS) once its prestigious 'Dharni Project' comprising computerization and digitalization of land records is completed by the year end. The unique project in the country will have for the first time all text and graphic land data on Goa ready to be issued to people on demand. While the State government will spend Rs one crore, the Central assistance will be to the tune of Rs.3 crore. (GT)
NHRC NOTICES TO CS, DGP: The National Human Rights Commission has issued notices to the State's chief secretary and the Director General of Police vis-a-vis the Fine Arts college gang-rape. The notice, which comes in response to a petition filed by a city lawyer, Ajoy Tyagi, has asked the two respondents to file their replies within four weeks of receipt of the notice. (H) HC ADMITS PLEA: HELMET RULE: The Panaji bench of the Bombay High Court comprising of Mr Justice FI Rebello and Mr Justice PV Hardas yesterday admitted a writ petition filed by three students of the VM Salgaocar Law College praying for declaration of the rule 273 A of the Goa Motor Vehicles Rules, 1991, as unconstitutional or illegal. The government notification exempting person driving/riding motorcycles of 150 cc or less and at a speed not exceeding 40km/hr is directly in conflict with Section 129 of the Motor Vehicles Act, 1988. (NT) GANG RAPE CASE: Vishal Mehta and Roy Fernandes, arrested on charges of raping a student of the Fine Arts College in Altinho, in May this year, have again applied for bail before the North Goa District and Sessions Court. (GT) 4-LANE POLEM HIGHWAY: Union Minister of State for Surface transport, Shripad Naik, yesterday stated that the consultants for the proposed four-lane 103-km long highway from Patradevi to Polem would be appointed soon and the work would begin in another 5-6 months. (H) SUB-STANDARD ROAD WORKS: The Margao Seva Association has demanded that the potholes on roads in the city should be filled immediately by the concerned authorities on day-to-day bias without waiting for floating of tenders after the monsoons. The Association has demanded that the contractors should be held responsible for sub-standard work of roads and held liable under the law of the land. (GT) DOOR-TO-DOOR COLLECTION OF GARBAGE: Segregation of garbage at home into compostable and non-compostable, emerged as a key factor in the easy disposal of garbage, at a meeting held at the Mapusa municipal hall recently. The co-operation of citizens was also sought to reduce the plastic menace by re-using the same plastic carry bag over a period of time. Mr Sudhir Kandolkar, chairperson of the Mapusa Municipal Council said that the Council is considering the door-to-door collection of garbage in Mapusa if citizens co-operate and segregate their garbage in their homes. (NT) STRONGER RELATIONS BETWEEN UK AND GOA: The British Council in India is scheduled to inaugurate the Goa Chapter of the Association of British Scholars (ABS) on 29 August, according to Paul Smith. Smith said that Goans, who studied in the UK for more than three months, were eligible to join the ABS, which is a "friendly, formal and productive society". Apparently, Goa is high on the list of the British Council's priorities with plans afoot for greater interaction between Goa University, the National Institute of Oceanography and Kala Academy and peer institutions in the UK. (GT) HOUSES ON COMUNIDADE LAND: The State government has convened a meeting of all the revenue officials next week in order to resolve the issue of regularizing the houses built on the Comunidade land at different places prior to June 2000. (GT) WRONG DIAGNOSIS BY GMC: The Panjim Bench of the Bombay High Court has directed the government to reimburse an amount of Rs.71,000 to a breast cancer patient, who was diagnosed by GMC to have Grade III cancer and recommended mastectomy, while a second opinion at the Tata Memorial Hospital, Mumbai, found that the cancer was of Grade II and chemotherapy was sufficient. (H) NOTICE TO AG: The Bombay High Court at Goa yesterday issued notice to the Advocate General ANR Nadkarni, to assist the court, in connection with a petition filed Pernem MLA Jeetendra Deshprabhu seeking suo moto contempt against the Chief Minister Manohar Parrikar for committing contempt of the court. CM had reportedly commented on the judiciary. (GT) AITUC TO OPPOSE BUS FARE HIKE: The Goa state committee of the All India trade Union Congress has decided to oppose the government decision to increase the bus fares under pressure from the private bus operators lobby. (GT) HC JUDGES TO VISIT CARAMBOLIM LAKE: The judges of the Panjim bench of the Bombay high Court on Wednesday will conduct a site visit of the Carambolim lake, which is engulfed by the Salvinia weed. (H) DOGS STERILISED: Four animal welfare groups in the state have sterilized 2,170 dogs, vaccinated 2,671 and euthanised 339, between January and June 2003. (GT) CLOSED CIRCUIT TV IN LOCK-UP: The closed circuit TV has come in handy for the Police Department to monitor the movement of under-trials in the police station lock-ups. Such a facility has started functioning at the Margao police station, considered the busiest station in the State. (H) KONKANI POET KARMALI INJURED IN MISHAP: Well-known Konkani poet and freedom fighter, Naguesh Karmali, sustained injuries, when the scooter on which he was returning home was dashed by a speeding bus on the Panaji-Ribandar causeway around 6.30 pm. Mr Karmali sustained injuries to his right eye, hands and legs. He was given medical treatment at the GMC and discharged later. (NT) PILAR SOCIETY'S RE-ORGANISATION DAY: The Society of Pilar Fathers observed the 64th anniversary of the Society's reorganization. The Pilar Fathers and its missionaries, known as Pilar Society, which was founded on September 26, 1887, was on the verge of extinction in the 1930s. The society was put on firm foundations by its re-organisers, namely Rev Fr Remedios Gomes, Fr Theodolino Gabral, Fr Francis J Sequeira, Fr Manuel J Barreto, Fr Conceicao Rodrigues, Fr Joseph Albuquerque and Bro Paixao Lacerda. According to the Open Door 2002 report, published by the Institute of International Education in the United States, 66,386 Indian students attending American colleges is a 22.3 per cent increase from the last year.
