GOACOM DAILY NEWS CLIPPINGS 05 Aug 2003 NEW INDUSTRIAL POLICY AIMS: Chief Minister, Manohar Parrikar, who released the State's industrial policy on August 4, said Goa would henceforth quantify industrialisation by the jobs generated rather than fiscal investment. Incentives proposed in the policy, particularly subsidies, will not be available to units employing "contract" labour, he added. Mr Parrikar claimed that at least 6,000 jobs were provided by industries set up in the State since he took over three years ago. Replying to a query, Mr Parrikar said he felt that 20,000 was the "realistic" figure of educated, unemployed youth in the State.(H)
PRIVATE INVESTMENT & OTHER ITEMS: CM Parrikar said that his government was in the process of drafting a legislation for "streamlining" private investments in infrastructure projects. Besides entertainment industry, the policy has identified "medical tourism" as a thrust area. The policy also envisages deregulation of the business environment for an efficient, proactive and transparent administrative framework, he said. Other thrust areas are pharmaceuticals, food processing and agro-based industries, IT and IT-enabled services, eco-tourism, heritage tourism and adventure tourism. The government would encourage opening of many industrial parks covering pharmaceuticals, food and wine, software technology, apparels besides agro and special economic zones, and film city. (H) NOW BJP WILL HAVE 19 MLAS: The strength of the BJP in the 40-member Goa Assembly will go upto 19 with two MLAs, Atanasio Monserrate of UGDP(S) and Pandurang Madkaikar of MGP (Nationalist) formally joining the party today. (GT) NUMBERS 'POLITICALLY INSIGNIFICANT': Chief Minister, Manohar Parrikar, yesterday said it was "politically insignificant" how many of the non-BJP members of his cabinet join his party and how many don't. Mr Parrikar went out of the way to explain that there was absolutely no "pressure" from either side. "The important thing is that no one from the Opposition is joining. Whoever will be joining are from among the 23 MLAs that are supporting my government," Mr Parrikar said. (H) CONGRESS REACTION: The people who are going to join the BJP bandwagon, are disturbed because of the continuance of the criminal cases that are or may be filed against them and are hoping against hope that their joining into the BJP would only prompt the authorities to withdraw cases against them. Congress spokesman, Mr Jitendra Deshprabhu said even criminal cases filed against the present Chief Minister, Mr Manohar Parrikar, were withdrawn when he had entered into a coalition pact with Goan People's Congress Party headed by Francisco Sardinha. (H) MICCKY SPLITS FROM UGDP (SECULAR): The Tourism Minister and Benaulim MLA, Mr Mickky Pacheco, on August 4 claimed that he has split from the UGDP (Secular) on Sunday before the party decided to merge with the BJP. It may be recalled that UGDP (Secular) and MGP (Nationalist) at a joint meeting held at Taleigao on Sunday evening, passed a resolution resolving to merge both the splinter groups into the BJP. Mr Pacheco has formed UGDP [Secular{Mickky}] group. Sources close to him said that he still appeared to be under the "mesmerising effect" of Mr Parrikar and they did not rule out their leader joining the BJP at a later date. (GT) LAW STUDENTS' PLEA ON KRC: The Panjim Bench of the Bombay High Court has admitted the petition filed by two law students (Fawia Mesquita and Elaine Colaco) complaining about non-compliance of safety rules at Konkan Railway stations. The court has also given the Konkan Railway Corporation (KRC) time to get the required approval from the Centre for necessary expenditure required for upgradation of the safety measures. The petitioners had sought a direction to the KRC to provide foot over bridge connecting one platform to the other and other passenger safety measures. (GT) BULLETS FOUND FROM WOMAN AT AIRPORT: The Central Industrial Security Force (CISF) attached to the Dabolim International Airport on Sunday recovered six live bullets from a Mumbai-bound passenger. According to highly reliable sources, the 30-year-old female passenger hailing from Dona Paula was in the process of boarding the flight to Mumbai on Sunday evening, when she was intercepted by the alert security personnel. The security officials found a small pouch which had around six live bullets. (H) A DIFFERENT COLOUR AT THIS SAFFRON CONVENTION! The convention of Margao BJP workers looked different as a few Muslims along with a handful of Catholics turned up for the convention at Damodar Vidhut Bhuvan on Sunday. At least three names of Muslims - Maulla Babbhatti, Shaik Gaffur and Shaik Jalil Badsha and one Christian Hillary D'Souza--found a mention in a list of executive members announced on the occasion. The BJP's Margao minority cell is not a Christian as one would presume, but one belonging to the Muslim community. (H) I-NET SERVICES IN UNIFIED LICENCING: The Telecom Regulatory Authority of India (TRAI) has received suggestions that the scope of the unified licences, for which the regulator had floated a consultation paper, be extended to include national long distance, international long distance and internet services. RBI CAUTIONS FINANCE SECRETARIES: The Reserve Bank of India (RBI) Governor, Dr Bimal Jalan has cautioned the finance secretaries of the state governments about their complacency over raising funds from the markets at a lower interest rate then in the past because such debt once incurred must be repaid on time. Addressing the two-day meeting of the state finance secretaries with senior RBI officials here, Dr Jalan emphasised on the containment of the debt which was as important as reduction in the cost of debt. (UNI report in NT) SALIGAO VOLUNTEERS TRY THEIR HANDS AT CHECK-DAMS: Reeling every summer from acute water shortage, Saligao villagers are now trying to catch the rain. Every Saturday afternoon, a group of Saligao citizens pull out their pick-axes, crowbars and other digging implements to go up the hill where they dig trenches or put up check-damns on the slopes to allow the rain water to seep into the ground. ''The idea is to prevent any water from running off the slopes into the storm drains and eventually into the sea. We want a maximum quantity of water to seep into the ground and swell the water table,'' says Mr Ambrose Vaz. (NT) LAND BROUGHT UNDER CASHEW PLANTATION: The zonal agriculture office (ZAO), Bicholim, has achieved the target of bringing 110 hectares of land in the taluka under cashew graft plantation. About 22,000 cashew grafts have been planted, informed the ZAO, Mr Nelson Figueredo. Under the plantation scheme, financial assistance is given to farmers for a period of 3 years. Also grafts are supplied at a subsidised rate of Rs 2 per sapling. (GT) TABLA MAESTRO PASSES AWAY: The Goan tabla maestro Pt Prabhakar Chari died in the city, today. He was 77. Mr Chari, who was a performer in the line of legendary tabla player Layabhaskar Khaprumama Parvatkar was presented with the honorary fellowship by the Gomantak Marathi Academy in 1991. The Academy, in its press note has expressed grief over the demise of the senior musician. (NT) GULAB MAKING THE MOST OF ADVERSITY: In the case of Mr Gulab Naik, his fate played a crucial role in forcing this Mormugao Port Trust (MPT) employee into taking up a carpentry business. This tall gentleman was a common name in Margao few years back. "I was working with the MPT as a boarding clerk. I left the job, as I wanted to go abroad," quips Gulab sitting in his carpentry shop opposite Grace Nursing Home on Warde Valaulikar road of Margao. "As my plans to go abroad were getting delayed, I thought of taking a carpentry contract through my friend's friend who himself was a carpenter," recalls Gulab.
