The "regidor" and the "delegado de saude" were two offices that wielded the power that our Panchayat Secretary/Chief Officer /Commissioner have but do not use(except Sanjit Rodrigues) Some other C.O.s are just "cutting their milk teeth". Public support to these officials would do the job of a 'teething ring' or 'dantro' and help get the teeth out faster. The new delegado de Saude is the doctor in the PHC or UHC. Poor fellow is better off looking after the immunisation programmes,malaria control,etc. He is no longewr competent to deal with the sharks in the trade. Vote bank politics is the reality of democracy. It is for this reason that you will not find Goa Suraj in serious competition with any political outfit.People may join Floriano to criticise: they will vote for the very same people that they criticise. Call it TINA (there is no alternative) or dance the concertina. This is the reality. Bureaucrats do not stand for elections.If they can overcome the fear of transfers( as Sanjit does,I did and many others do in amchem lahnshe Goem) there is no limit to what they can do.Afterall one cannot be transferred more than 110 km.from one's house even if one lives in one extreme end of Goa and is transferred to the other!! Praise the good they do ,support them vociferously and vigiourously whenever they do good,organize public and conspicuous felicitations whenever they are transferred. Let the one who transfers them regret it. Let the upright be encouraged to remain upright. Let the inclined be encouraged to stand upright,let those who take humiliation lying down stand up and buck the corrupt system.Let the tribe of the upright increase. STOP CRITICISING THE CORRUPT. PRAISE THE UPRIGHT. In this way you will deny the corrupt the publicity they get. You will encourage the upright to do good,better , best. Try this for a change.....a change for the better. I have seen it work wonders during my 15 years of service in the Govt. and Corporate sector.
