Thank you for your explanation of the system.
But what is the way forward?
What I would like to know is how the NRIs can influence the political system in Goa.
There is not much point criticizing the goings-on in Goa if we cannot play a part.
Can you or anyone else suggest a way that the NRIs can play a part in the running of Goa?

Dear Tim,
Your response to Aires' "Goa .. the way forward" is adequate and relevant.
However, I think you do not fully know the criteriA on which the CM is elected to hold that office in our present democratic system. Our system of elections does not allow a person to run for CM. One has to FIRST win the assembly elections in a particular constituency to become the MLA. It takes 21 out of 40 MLAs to form the Government. And these 21 will decide who will become the CM. The CM that will be chosen will be chosen for his ability to satisfy the needs of all the other 20 MLAs, whether he likes it or not.
Even if you have a CM ( a person who can be projected to be the future CM) who will be a person worth in Gold, . . . .
