I think that the issuance of the National Identity cards is a good move. So now, we 
will have, our Ration cards, our Electrol cards, our Identity cards etc. etc. and to 
get a simple learner's driving licence we still require the Ration Card.

In Kuwait all expats and nationals permanently residing within the county are issued 
with Civil ID cards and these are issued after the following medical rituals have been 
completed :
 - Blood Tests
 - Fingerprinting
 - X-ray
