The additional collector for North Goa, Mr Ashok Bhartu, speaking to The Navhind Times said that the entire exercise is being carried out to ensure that the collectorate has the complete record of the state-based stamp paper vendors. The collectorate, which has taken this step with the backdrop of the exposure of the multi-crore fake stamp paper scam masterminded by Abdul Karim Telgi, has given a time limit of one week for the local stamp paper vendors to register themselves.
Mr Bhartu said that no case regarding the sale of fake stamp papers has been traced in Goa as yet. He also informed that the collectorate has no old records of the licenced stamp paper vendors, adding that whatever names are available in the record are those of the vendors who have been issued the licences during past few years.
The licence giving procedure begins after the Collectorate receives such a request application, which it forwards to the local mamlatdar office for finding out if there is any other stamp paper vendor operating in the same vicinity, so that the two vendors may not have a business clash.
"Once a favourable report is received from the mamlatdar office, it is up to the additional collector to use his discretionary powers for issuing the licence," Mr Bhartu said. He further informed that the licence holders can approach the mamlatdar office and obtain a challan and subsequently collect the stamp papers from the treasury of the office, for sale.
The additional collector also maintained that one of the Clause in the licence asks the vendors to "keep and render the accounts in accordance with the form set out in Schedule E, close the accounts daily, in accordance with the Sub-Rule (1) and render a copy of such accounts to the licensing authority, on 10th of every month."
He further noted that it is mandatory on the part of the licence holding stamp paper vendors to write the serial number, date of sale, as well as the name and the residential address of the purchaser, on the backside of the stamp papers sold, in his own handwriting.
"However most of the vendors, it is observed, have not been following any rules and regulations," he lamented.The licences are subjected to the Goa, Daman and Diu Stamp Supply and Sale Rules 1965, under Section 74 of the Indian Stamp Act, 1899.
Mr Bhartu also said that some of the banks had recently inquired with the collectorate, about the list of the local stamp paper vendors, for the reason of stamp paper purchases. "However, the collectorate could not furnish the details of all such vendors, active in the state," he pointed out.
The latest registration exercise for Goan stamp paper vendors, is expected to bring all such traders under the vigilance of the collectorate, which incidentally also reserves the right to revoke the licences. ---------------------------------------------- The Navhind Times 12/2/04 page 1 ----------------------------------------------
