Surely Dr. Gilbert Lawrence must have been joking when he wrote thus:

Most Goans with this past experience and comparing the two forms of
police-justice

unless, of course, by"current Goans who resided in Goa during Portuguese
rule (pre-1961)" he means :
1.expats who left Goa in 1962  and who come down only for a short holiday.
2. the 'Goa Protectors'
3.The Shiv Sainiks or
4.Goans who never had a concept of liberty beyond the freedom to eat, drink
[not think]and be merry.

Surprising how these diverse groups have a common factor.

Democracy in an impoverished state does have its deficiencies...but it can
never be as bad as the best form of dictatorship. Unless one does not wish
to think or speak anything except what one is 'supposed' to think and speak.
There is very little difference between the Mocidade Portuguesa, the RSS and
the Shiv Sena in terms of methodology. Their ideologies are all
'Nationalist'...whatever that means!
