With Online Gambling, Playwin Lotto and Casinos (Floating & Five Star) very much existent in Goa I think matka should be given a certain amount of freedom and legitimacy too. It flourishes openly anyway and the odds offered 1/80 for a probability of 1/100 is far better than any other gambling mechanism, except maybe for godgoddo (played with a dice and tabletop sheet during feasts and nataks) where 1/5 for 1/6 is quite good too.
