Can somebody please tell me about BSNL's Internet Phone schemes?

I have tried asking the customer care staff, the Commercial Officer, my
linesman, but nobody knows the schemes for sure.

>From the poster displayed at the customer care center in Margao I found out
that there are three types of Internet phones.

1. Internet Phone from exchanges with below 1 lakh connections @ Rs.
499 per month
2. Internet Phone from exchanges with 1 lakh connections & above @ Rs.
399 per month.
3. Student Internet Phone @ Rs. 99 per month.

I had earlier obtained an Internet phone (Scheme 2), and was very happy with
a fixed telephone bill of 450 a month with good internet speeds until I
realized that I would save money with the student internet phone.

So I then disconnected this internet phone line and my brother who is a
student, applied for a student internet phone. But apparently there are big
differences. The call units are metered and charged unlike other internet
lines, so if you leave your connection on for the night, you get a huge
bill. Line is noisy and can hardly get reasonable connection speeds.

Can anybody let me know if student internet phones do meter calls? And if
so, what is the benefit of this phone service if you are limited only to
making calls to the internet and are charged for each unit as a normal
telephone?

I think I might have to shift back to the old scheme (Scheme 2).
