The point Gabe is that Money is allegedly being collected in Goa, and NO receipts are being allegedly issued.
As far as the traveling public is concerned - Goans are doing the hanky panky.
Goa's name is getting screwed up in the process of screwing the traveling public.
That is NOT right.
