Congress legislators favour grants to English-medium primary schools too. Currently grants are sanctioned to primary schools only where the medium of instruction is the regional language. This policy was adopted during the Progressive Democratic Front government of Dr Luis Proto Barbosa, when Shashikala Kakodkar was the education minister 14 years ago. Calangute MLA Agnel FErnandes said the ground reality had drastically changed over the years. Students from the middle class go to English-medium (non-aided) primary schools, while children from poor families and the lower-middle class opt for schools where the medium of instruction is in the vernacular langauges -- Konkani or Marathi. (H) Drinking water to get dearer in Goa: Driven by fiscal concerns, proponents of privatisation argue that the government of Goa is overburdened and unable to finance the infrastructure of pipes, pumps and meters desperately needed to provide sanitized water to rural and urban areas. To get international quality water 24x7, people will have to pay more. Recently, Goa government sought help from the Water and Sanitation Programme South Asia, an arm of the World Bank, which recommended introduction 24x7 water supply, replacing old meters in industrial and commercial sectors with better quality ones, having a state referral lab for water quality testing and introduction of a 'water help line'. But all this, at a much higher price. Called the Goan Pele, he was perhaps the first Goa-born and based African player to play soccer in Goa. Now he has been deserted by family and friends and is forced to beg for a living. Caldeira is suffering from gangrene and both his feet are wrapped in plastic. Born in Santa Cruz, Ponda, he was popularly known as 'Hampri'. He played for Salgaocars, Vasco and Dempo, and Morarji Mills and Piramal Mills in Mumbai. His dribbling, body feints, free kicks and one-touch football were in a class of its own. "God have mercy on me and my I die as I cannot bear the pain. People are very kind in helping me by giving me food. [EMAIL PROTECTED] ----------------------------------------------------------------- Falooda -- Easy and Delicious: This version uses ingredients you can easily find at your local Indian or Chinese grocery store. This recipe is super easy tastes delicious. The Falooda seeds are optional since they don't really have a flavor, but they do add to the authentic look and are apparently very good for digestion in a hot climate. Ingredients: 1 glass milk (skim to full), 1-2 ounce Chinese pasta noodles (or 1-2 falooda sev), 1-1/2 teaspoons rose water (or rooafzah-sweet syrup), 1/2 teaspoon falooda seeds (or takmaria seeds) (optional), scoops of the kulfi that I am sure you prepared from my earlier recipe. Soak the Takmaria Seeds in water for at least 1 hour. Boil the noodles/sev in water for about 15 minute. Drain the water, and boil the noodles in a little milk for about 5-10 min on low heat. Do not burn the noodles! Turn off the heat and add lots of ice to the pot to cool the noodles for about 10 minute Stir them to quicken the process. Put the noodles in the glass, add Rooafzah/Rose Water, pour in milk, add a little crushed ice and stir. Top it off with a scoop or two of the Kulfi Ice-cream. You can also add some glazed cherries.
