Democracy is not a failure in Goa? Than you say it is
the fault of the masses. These are contradictory
statements. 

As for the progress with which model are you
comparing? Probably with other countries in bharat?
What about the rule of law today in Goa? How
progressive is it?

Kindly note Goa continues to be occupied by theives
and plunderers since 61. I am not complaining but this
is the truth.
