Pre-monsoon maintenance work completed on time, says Kamat
------------------------------------------------------------------------------------
The Power Minister, Mr Digambar Kamat said that felling of trees,
snapping of conductors, voltage fluctuation are some of the causes
of power failure during the past two months, even though the
pre-monsoon maintenance works were completed on time.

Replying to a question from the Mandrem MLA, Mr Laxmikant Parsekar
today, about the continuous power failures in the villages of Morjim,
Mandrem, Arambol, Palyem and Kerim, all in his constituency
from June 1 till date, Mr Kamat said that there have been 32 instances
of power failures during the period, two instances of power failures
lasting two hours each and 12 such instances of more than two hours.

The Power Minister also informed that three feeders, one each at Keri,
Morjim and Mandrem supply power to the villages and their normal
maintenance had been carried out before the commencement of
monsoon. Mr Mandrekar informed the House that the junior engineer
in-charge of the area was transferred four months ago and since then
the post has been vacant.

MISAPPROPRIATION OF FUNDS: A special audit team appointed
by the accounts department is presently assessing the case of
financial irregularities at one of the electricity bill collection centre,
amounting to Rs 5.58 lakh.

Mr Kamat who was replying to a related question from the Sanvordem
MLA, Mr Vinay Tendulkar, during the Question Hour today, said that
the misappropriation of funds was observed at the sub-division III
Bambolim under electricity division I Panaji, between September 15,
2004 to October 1, 2004.

Five officials of the department have been placed under suspension
and a first information report (FIR) has been registered against two
officials at the Agacaim police station, he said.

The Power Minister also said that the electricity department has
stopped accepting cash amount at its electricity bill collection
centres, as a precautionary measure.

He also said that all the electrical feeders were metered and
monitored for power flow.

The leader of the Opposition, Mr Manohar Parrikar alleged that
misappropriation of funds amounting to more than Rs 65 lakh has
taken place at the particular electricity bill collection centre as per
the initial reports.

COMPENSATION: The Power Minister today assured the House
that he would examine the prospects of providing compensation
to the people who got their electrical equipments burnt due to the
extreme fluctuation in power voltage. "I will see if such losses can be
linked to any insurance scheme," he added.

Earlier the Priol MLA, Mr Vishwas Satarkar said that a number of
families residing in the Panchame village of his constituency had their
electrical equipments damaged  10 television sets, 9 fans, 3 computers,
10 electrical meters  on May 26, earlier this year, when the voltage
shot up to an extreme limit.Mr Satarkar also pointed out that the
horizontal clearance for overhead electrical lines of different strengths
has not been followed.

UNDERGROUND CABLE:The Power Minister, Mr. Digambar Kamat
said that the laying of underground cables in Margao and some parts
of Fatorda constituency, with a sanctioned estimated cost of
Rs. 3,279 lakh, would be completed by December 2006.

Replying to a question from the Fatorda MLA, Mr. Damodar Naik,
he said that the work was being carried out as per all the rules and
regulations in force. "If any road needs to be dug up for the purpose,
it will be repaired by the public works department, for which sufficient
fund is deposited with PWD" he added.

The Power Minister also informed that the consultancy fees at the
special rate of 13.5 per cent were being paid to the Power Grid
Corporation of India, ministry of power. He also stated that the out line
development plan and the underground cabling had no direct connection.
