The Navy's "no fly" rule is (effectively) for 4.5 hours per day. This takes out 18 planes (or 36 flights) reducing the total of 48 to 30 planes (or 60 flights) per day. This may not be too far from the estimated daily average of 20 planes (actuals). Some allowance may have to be given for slow starts and early shut downs etc by AAI. But Gilbert's point about "where's the beef?" may be valid. A lot depends on the validity of his 15 minute per plane assumption.
