<India's software and BPO story is about to become an infrastructure story>

These are excerpts from two posts I sent yesterday. If you take them
together you will realise that Goa's tourism story is also basically an
infrastructure story. More specifically, Goa probably does not have an
official tourism policy as people suspect but unofficially its tourism
scenario is indubitably dictated by the prevailing infrastructure situation.
This infrastructure is in terms of:

1. Dabolim airport and its severe bottlenecks.

2. Konkan Railway and its constraints esp in the monsoons.

3. The road network  of highways, major roads, village roads etc.

4. The hotel and hospitality businesses along wth heritage structures.

5. Last but not least the ecological environment of beaches, hills,
waterways,  forests,  flora and fauna (which tourists seem prepared to risk
life and limb and bank balances for a taste of)!

In a third post yesterday I had concluded:

<the Goa government has to plan for the
development of the state as a progressive 21st century environment balancing
the delicate needs of both economy and ecology. This is a monumental task
but its starting point may have to be the departure of the Navy from
Dabolim.> [Self]

This brngs us back full circle to the official vs unofficial tourism policy
in that ultimately the Navy may be setting Goa's de facto if not de jure
tourist policy by its strangelehold over Dabolim. If it relaxes that then
Goa's government will not be able to play their silly political games and
would have to concentrate on the real work of developing  the state -- power
and water supply, sewerage, garbage, road maintenance and drainage, law and
order, traffic regulation, beach conservation, environmental protection etc
etc in the interests of the state and its people.
