Radhakrishnan, I understand your thinking on this, but I think people think "it won't happen to me" - more education needed I suppose. Also, not everyone who contracts HIV has behaved in a high risk way e.g. infection from blood transfusions, mother to child transmission (with improved drug treatments more of these children will survive into adulthood), this policy will be another punishment for them.
