Dear All,

The proposed building project coming up at four pillars,in the khazan lands 
Santa Cruz has violated all the rules in the book -the amended Section 17 of 
the Goa Town and Country Planning Act,The State Highways Act,1972,The Goa 
Land Revenue Code and the Panchayati Raj Act. More so it brings into sharper 
focus the agitation by the Dy Speaker Veronica Fdes and the villagers of the 
Santa Cruz constituency against inclusion into the NGPDA and the TCP 
Ordinance. As I had mentioned in one of my earlier emails there seems to be 
a deafening silence over this selling of Goa in bits and pieces. The 
stakeholders involved -the tenants and landlords of agricultural lands seem 
only to eager to sell their land to the highest bidder -in this case a 
Bangalore builder. Apparently the project was approved when Mr Narvekar was 
the TCP Minister and has got its final PDA clearance under Monserrate. The 
silence of VP St Cruz is intigruing to say the least. As Nandakumar says 
this will be the test case and if the project goes through then all those 
who supported Victoria Fdes -the NGO's, Patricia of the PMCIA, Floriano etc 
would have made sacrifices for the undeserving.
