The Congress party stronghold is always Salcete and the adjoining areas of Mormugao, Ilhas , Ponda and Quepem talukas from where 14 out of 19 present Congress MLAs come from and yet as consistently the Chief Minister always comes from the areas which voted either MGP or BJP. Come next elections, I shall not be surprised if the same cabal is forced to wail like 'raand bailo ' breaking their bangles.
