<The recommendations of the FDR are made on the basis of out-dated data such as the use of Census 1991 data even though the data of Census 2001 was available to those concerned at the time of the preparation of the final Report. ... ... ... .. ... ... COMMENTS: * Seems to me that the TCP Dept. is more occupied in the preparation of Regional Plans, than seeing to their implementation while the development proceeds on a laissez faire basis. What good are these plans then?
* Regional Planning was initiated in Goa in 1982, when the TCP Department prepared the Draft Regional Plan for Goa, based on the earlier Draft Regional Plan prepared by the Town and Country Planning Organization of the Government of India, in mid-seventies, at the request of the Government of Goa. Subsequently Regional Plan 2001 emerged. Now we have a Regional Plan 2011. While the planners in Goa are focused on preparing Plans, the development which bears no relation to the Plans is overtaking planning, thereby rendering the Plans not worth the paper on which they are posed.> ------------------- Seems to me from a quick review that though the report talks about giving more importance to content than process, it ends up emphasising process i.e. bureaucratisation. The authors should highlight the key strategic issues (besides regional imbalances on which they harp) which are problematic in Goa. Then all efforts should be made to address them including through the setting up of decentralised units for planning, implementation, monitoring and control as needed. And there should be periodic reporting of progress to the legislature and public at large.
