As with any country, there are all kinds of Indians. Some are hostile to foreigners, others are not. Lakshmi Mittal did not invest in India because what he has achieved in the steel industry could not be done under socialism, mindless bureaucracy and government controls, all of which were rampant in India until very recently. He is now looking to invest in India under the far more liberalized conditions. He has always retained his Indian citizenship, so he had every right to ask the Indian Prime Minister to lobby on his behalf with Jacque Chirac in his attempted acquisition of Arcelor. >
