 You have indeed raised a very important issue .

 Part of the problem is that the present minority community in Goa is
generally percieved as an extremely peace loving laid back community which
shuns confrontation , and is weak .

 Some years ago , when there was a spate of attacks on the Christian
community all over India ,finally culminating
 in the cold blooded murder of Missionary Graham Staines and his sons , the
general conclusion was that Christians
 being a peace loving community and hence an extremely soft target , the
culprits could get away with murder .

 However outnumbered  though one community maybe , there are definitely
"ways and means" of sending
 across a message that to mess around unnecessarily would be courting
disaster .

 The Jewish community in the middle east , as well as globally has sent thi=
s
message very clearly by making
 its attackers / enemies accountable for their deeds .

 The sooner these elements realise

 1) That there is no advantage to be derived from superior numbers ,
 2) No attack will be left unaccounted for .

  the sooner better sense / peace will prevail .
