Dear Valmiki, I'm not sure if Goa has this already but maybe a certain investment should be made in "highway patrol cops". These are generally cops on power bikes or cars, who will chase after you on a highway, siren blasting, until they catch up with you. I've not seen them in Goa but then again maybe they do exist and I've just never encountered them.
