Thanks, but no thanks. I think the journalist's job is to write. Anyway, this case throws up some questions: * Is the law clear on the type of clearances required, or is there a lot of 'flexibility' allowing decisions to be taken on a case-by-case basis? * Do the authorities apply the law uniformly for all? * What stand do the authorities take when neighbours complain, and is this too uniformly applied? * Finally, how does society respond? Do such issues need to be adjudged by a kangaroo court in cyberspace? Can we depend on our "authorities"? And aren't we, as a society, a really litigation-oriented, complication-prone, dispute-driven people? I wonder whether any sociologist could explain the possible cause-effect relationship here, and the reasons for the same. While neighbours would feel the pinch of any problem cropping up, I've also witnessed officials who actually have tried to instigate neighbours to complain, against even issues like house repairs, with the intention of squeezing out money. This is not to suggest that this is the case here... Also, could someone share with us the procedures for setting up a small business (or what Mr Caldeira calls a cottage unit) in other parts of the globe? How is size defined? What steps are put in place to ensure against side-effects or complaints? --FN -- ---------------------------------------------------------- Frederick 'FN' Noronha | Yahoomessenger: fredericknoronha http://fn.goa-india.org | [EMAIL PROTECTED] Independent Journalist | +91(832)2409490 Cell 9822122436 ---------------------------------------------------------- Photographs from Goa: http://www.flickr.com/photos/fn-goa/popular-views/ _____________________________________________ Do not post admin requests to the list.
