Dear Floriano, Let us also not forget that any inspector worth his salt is quickly transferred out of Goa. The system is corrupt to the core. It needs a major overhaul.
I also agree with Helga, that most of the street cops seem undernourished. I wonder, what the physical criteria is. I heard this was deliberately lowered during Parriker's time.
