Dr. Samir Kelekar will lead the discussion by making a presentation on the topic in the context of Goa. Dr. Samir Kelekar has over 23 years of experience in the world-wide IT industry. He is currently the founder-director of Teknotrends Software, Bangalore, a company that does cutting edge work in the exciting and growing field of network security. A BTech from IIT Bombay and a PhD from the famous Ivy-league Columbia University, New York, USA, Samir has worked at Fortune 500 companies such as Motorola, Alcatel and IBM Research. He has published in top international journals and has written for top IT trade magazines. He has spent around 10 years studying and working in the USA before returning to India. He consults for top Silicon Valley based start up companies. He is a true blooded Goenkar who did his primary education in Konkani and studied at Bhatikar High School and Chowgule College Margao. He was a board ranker in Goa having stood first in the 12th. Though out of Goa since the age of 16, Samir has been constantly in touch with what is happening in Goa, visits Goa very often and takes active part in issues relating to the people in Goa. He is highly active in Goan cyberspace, including yahoo groups such as those of the linux users group and the Computer Society of India, Goa Chapter. There are a handful of Goans today who have both an expertise, experience and reputation in the IT world, and understanding of the issues and psyche of the Goan people. Samir is one of them. Today, technology and communications are synonymous. Samir will talk about few instances where technology worldwide has been used to further democracy and transparency. Some of them are hectivism, use of technology for sting operations, the effect of a group such as moveon.org in the US, how people are using internet to break China's tough censors and so on and so forth. Samir will then identify situations and opportunities wherein citizens in Goa can also leverage technology in this direction and respond to questions. How can students & youth in Goa use the technology & facilities they have in their educational institutions to further democracy and transparency ? What will e-governance mean to citizens in Goa in the context of their Village Panchayats and Municipal Councils ? Will e-governance get a boost in the context of Goa being promoted as a centre for the IT industry ? The Balcao discussion will cover these questions and also evolve an agenda for action by citizens on the issue.
