Not true. 
If you make the effort to ask any Parisian any
question in French, however bad your command of the
language is, the Parisian will go out of his/her way
to help you. On the other hand, if you ask the same
person the same question in English, the Parisian will
give you the classical "rude French" answer.

Well Canada has similar, if not better programs. Our
primary schools teach all the languages listed above.
Our public library's have books/Cd's/materials in
several languages. All you have to do is request the
material and if there is enough demand, the material
will be supplied.
