Today's HERALD had an intersting critique of the Regional Plan by Gurudas
Kamat. It is titled "Goan identity will be wiped out". It starts of on a
factuakl basis. It says that out of a total geographical area of 3700
sq.kms. 36% is forest and 39% is agricultural. This leaves less than 1000 sq
kms which is already "overburdened" in various ways. The Regional Plan is
now trying to create "new settlements" out of 1/5th of this area.  He asks
how this wuld be possible. He also points out that an additional 18 lakh
households are envisaged. At an average of 3 people per household he
calculates that this works out to over 50 lakh additional people. Hence his
thesis of an identity crisis. He then proceeds to talk about how the sky
will fall due to problems of sewerage, power and water. Let's see how others
marshal their facts. Cheers.
