Some 200 million people are currently on the move worldwide for better economic conditions. Consequently, those "20,000 Goans" seeking an exit route via a Portuguese passport are not doing it because they suddenly love Portugal and dislike India. Most will head for Lisbon and then make it to the UK where there is plenty of work for now. Please note that the theory on migration indicates that it is not how bad people find a particular place that makes them migrate. Rather, it is the anticipation about how much better off they may be, provides them the impetus to leave a country/land they have know well. Sometimes, mistakes are made and people return quite disillusioned. You and I live outside Goa. I therefore suggest that we are not the right people to make a judgement about "Bharat rule" ushered in on 19th December 1961. That judgement, if need be, can best be made by those currently resident in Goa.
