I dont know what the mandate of the Knowledge Commission is but from this
report I get the feeling that it is degenerating into something dealing
with formal education and associated institutions and systems. I feel it
should start off by trying to discover what the "innate" knowledge,
aptitudes, skills and attitudes are that are found in Goa's society. These
have then got to be leveraged for advantage in today's globalised world. At
that stage it may be necessary to dovetail new programs into existing
institutions or to develop new ones altogether as deemed fit. Continuous
improvement on all fronts would then follow.Cheers.
