In the latest issue of Goa Plus (TOI supplement) there is an article titled "Doing away with the destruction policy" by G.S.Potekar in which there is an example of the output of such an exercise for Salvador do Mundo. Seven areas have been identified viz road connectivity/public transport, water supply, sewerage system, garbage disposal, electricity, telecommunication and ecology without elaboration. This is fine for a start but has to be fleshed out particularly in terms of what the villagers themselves need to do. For example, to take care of the ecology they may have to be willing to be tree huggers and/or whistle blowers against ecological damage in the village. They would have to be water conservationists, energy conservationists, litter bug spotters, pot hole fillers, electricity and phone line wachers etc. Everbody has to be prepared to do this 24x7 (almost) by turns and freeriders may have to be penalised. These are the kinds of plans which will have some meaning especially if implemented enthusiastically and persistently and villages will begin to be taken seriously.
