soon after getting elected as Chief minister of Goa, Dayanand Bandodkar of The 
MGP along with a hand full of politicians from Maharashtra  projected the MGP 
victory as a mandate of majority of Goans in favour of merger of Goa into 
Maharashtra.
In 1965, UGP  delegation headed by Dr. Jack de Sequeira met Prime Minister 
Indira Gandhi and told her that late PM Jawaharlal Nehru had promised that Goa 
would retain its distinct identity and  Goa already had its own democratic 
process brought in by Roque Santan ' Father of Goan Democracy' who was also the 
part of the delegation that day

as a counter move the leaders of MGP headed by the first Chief Minister of Goa 
Mr. Dayanand Bandodkar  proclaimed that by voting the MGP into power, the 
people of Goa had, in fact voted in favour of merger with Maharashtra.... still 
we install statue of him.
Chief Minister of Goa Mr. Dayanand Bandodkar lead another  powerful delegation  
which included all elected members of the Maharastra Legislative, smelling 
something not good PM Indira Gandhi bowed to Dr. Jack de Sequeira request for a 
referendum in Goa on 16 January 1967, to decide the future of the Union 
Territory of Goa, Daman and Diu within the Indian Union. Although popularly 
called an opinion poll, it was in fact, a referendum, as the results of the 
poll were binding on the government of India. The referendum offered the people 
of Goa a choice between continuing as a union territory or merging with the 
state of Maharashtra
Dr. Jack de Sequeira came back to Goa and fought and won the opinion poll 
....keeping Goa as Goa.
