GOACAN to organise GRAMSABHA ZAGRUT ZA
a Citizens Awareness Campaign on the occasion
of National Voters Day

GOACAN will organise GRAMSABHA ZAGRUT ZA
a Citizens Awareness Campaign on the occasion
of National Voters Day being observed on
25th January.

The focus of the month long campaign is to make
democracy work at the grass root level by enlisting
the participation of the new young voters who become
members of the Gram Sabha of the village after they
are listed on the electoral rolls and issued a voters
identity card.

It has been noticed that a large number of students
& youth do not actively participate in the meetings
of the Gram Sabha and thereby are alienated from
the functioning of the Village Panchayats. Many of
the students & working youth who are equipped
with various skills besides being academically
well qualified are not drawn to participate in the
activities of the Gram Sabha.

During the Campaign, GOACAN volunteers will
circulate information about the Village Panchayats
24 fortnightly meetings wherein voters can send
petitions to their ward members with copies to
the Secretary of the Panchayat.

The Campaign will also focus on the 8 meetings
of the Gram Sabha to be convened by the Sarpanch
in a financial year. The four ordinary meetings are
to be held on any Sunday of April, July, October
and January while the four Special Meetings are
to be held on 15th August, 2nd October,
19th December and 26th January.

The Campaign will encourage the young voters to
exercise their civic rights by submitting proposals
on social, economic and environmental issues at
these Gram Sabha meetings and ensure the passing
of resolutions on the same. The young voters will
also be encouraged  to examine the minutes of the
meetings and seek Action Taken Reports (ATRs)
on a quarterly basis.

The young voters will be encouraged to review the
Budget Estimates, Annual Development Plan, Utilization
Certificates, the various Gazette notifications and the
circulars issued by various Departments, the District
Collector, Taluka Mamlatdar and the Block Development
Officer.

The Campaign will encourage the young voters to join
& support the various Committees of the Village
Panchayat on Garbage Management, Health & Sanitation,
Road Safety, Water & Sanitation, Child Protection and
Ward Development by assisting in their site visits and
report preparation.

The Campaign will also highlight the need for all Village
Panchayats to develop their own Website, Citizens Charter
and use email for communications with the young voters.
Besides to achieve transparency, the Campaign will
advocate the uploading of all Gram Sabha minutes,
Budget and the Annual Development Plans on the
Panchayat website in due course.
