COMMENT:

Eugene, Is it the type of Passport or the Visa status which determines 
qualification for application for immigration  to (say) Canada or the U.S. ?  
(I assume, you mean 'permanent immigration').

BTW:  IF an individual does NOT wish to travel on a diplomatic or official 
passport, Can he/she be forced to do so ?

In any event, I am not sure that the Budlakoti case is like Apples and Oranges 
to the New York case and even to the one you have referred to. I am reminded 
that his parents were not high up on the totem pole. Sadly, Budlakoti just 
Goofed up by getting caught up in the web of criminality.
