Now, now, this does appear to be a blatant use of political power.  I hope the 
bulldozers move in and soon and nobody attempts to seek a pardon !

The National Green Tribunal (NGT) today dismissed the review petition filed
by Goa BJP Vice President Anil Hoble’s against the May 29th order directing
the demolition of his illegal structures including the Hoble’s River Lounge
the Bar & Restaurant along the Ribandar-Panaji causeway. The NGT while
ordering the demolition as Anil Hoble had violated various provisions of
the environmental law had also directed him to pay a fine of 20 lakhs for
destroying mangroves and doing illegal land filling in violation of
environment laws.



With the NGT today dismissing Anil Hoble’s review petition the decks have
cleared for the North Goa Collector to demolish his illegal Bar &
Restaurant and initiate proceedings to recover the 20 lakh fine.



After the NGT order Anil Hoble filed a petition before the Bombay High
Court seeking a stay of the NGT order which was dismissed after it was
pointed out that Anil Hoble’s petition was not maintainable and
misconceived.



The Court’s attention was drawn that under Section 22 of the NGT Act an
appeal against an order of the NGT would only lie before the Supreme Court
and not the High Court. It was however argued on behalf of Anil Hoble that
he was very poor and could not afford to move the Supreme Court. While
disputing that Anil Hoble was poor submitted to the High Court was the
registration details of a Black Mercedes Benz GA-O7-K-0055 owned by Anil
Hoble.



Anil Hoble has misused his political power with impunity in usurping
community land by filling the fields and destroying mangroves around the
Ribandar-Merces area. The NGT in its order had accused Anil Hoble of doing
land filling after cutting mangroves and filling salt pans in violation of
CRZ regulations while also misleading the authorities.



Having lost his battle at the High Court Anil Hoble later filed two
petitions before the Supreme Court which also came to be dismissed as
withdrawn after which he filed the review petition before the NGT claiming
that his Bar & Restaurant existed since 1960.



Hoble’s River Lounge Bar & Restaurant was inaugurated by then Chief
Minister Manohar Parrikar on April 1 last year despite the structures
housing the Bar & Restaurant being illegal.



The Excise Commissioner by an order on June 19th this year suspended the
two excise licenses after it was pointed out that the NGT had held that
Anil Hoble’s structures were illegal, but in spite of the suspension order
Anil Hoble with political blessings has continued the blatant illegal sale
of alcohol.


With the NGT today dismissing Anil Hoble’s review petition it is end of the
road for the beleaguered BJP leader. The bulldozers will now move in and
put an end to this sordid chapter of flexing of political muscles.
